The campaign for the July 11 parliamentary elections is in full swing, as is the struggle with more or less legal methods of the candidates to win.<\/p>\n<p>2 days ago, the <strong>Central Electoral Commission<\/strong> (CEC) <a href=\"https:\/\/a.cec.md\/ro\/cec-a-decis-majorarea-numarului-sectiilor-de-votare-pentru-2781_99600.html\">decided<\/a> that <strong>2149 polling stations<\/strong> will be opened for elections. 146 polling stations will be set up abroad, while 44 polling stations will be organised for the voters residing in the localities on the left bank of the Dniester. That is while there are about <span style=\"color: #993300;\">839 thousand Moldovan citizens who can vote living abroad and 279 thousand citizens residing in the Transnistrian region.<\/span><\/p>\n<p>During discussions, the <strong>Ministry of Foreign Affairs<\/strong> proposed a number of 190 polling stations to be organised for the Moldovan diaspora, whereas the Promo-LEX Observation Mission (OM) <a href=\"https:\/\/promolex.md\/20452-raportul-nr-3-misiunea-de-observare-a-alegerilor-parlamentare-anticipate-din-11-iulie-2021\/?lang=ro\">recommended<\/a> to operate at least 150. According to <strong>Eugen Revenco<\/strong>, Secretary General of the Ministry of Foreign Affairs, the CEC decision to open less polling stations abroad was not <a href=\"https:\/\/moldova.europalibera.org\/a\/eugen-revenco-sper%C4%83m-c%C4%83-comisia-electoral%C4%83-central%C4%83-%C3%AE%C8%99i-va-revedea-decizia\/31293223.html?fbclid=IwAR0ZcKLLDtm754ciADypJH5Bna9cR--nbVMaAYxmnydQ9MIh-91CwE38X1M\">coordinated<\/a> with the Ministry.<\/p>\n<h3>The weight of diaspora&#8217;s vote<\/h3>\n<p>Initially, it was decided to establish a number of <span style=\"color: #993300;\">139 polling stations abroad<\/span> for the snap parliamentary elections of July 11. That is exactly the same number of polling stations that were opened in the 2020 presidential election, when thousands of Moldovan citizens were unable to vote due to insufficient ballots and after queuing for hours.<\/p>\n<p>This has sparked controversy among election candidates and activists who hoped for a higher number of polling stations in the Moldovan diaspora, <span style=\"color: #993300;\">considering this year&#8217;s record number of prior online registrations.<\/span> As some political parties challenged the decision in the Court of Appeal, protesters <a href=\"https:\/\/www.privesc.eu\/arhiva\/95144\/Protest-la-Comisia-Electorala-Centrala-in-vederea-deschiderii-mai-multor-sectii-de-vot-in-diaspora\">gathered<\/a> in front of the CEC to demand an amendment to its decision.<\/p>\n<p><em>&#8220;This decision aims to mimic the improvement of the situation, but that does not solve it,&#8221;<\/em> <strong>Dumitru Pavel<\/strong>, a CEC member who did not support the decision, said.<\/p>\n<p><em>&#8220;It is an administrative decision, which aims to prevent all Moldovans outside the territory of the Republic of Moldova from voting. [&#8230;] I believe that this decision will cause a wave of dissatisfaction among those living abroad. This will make them more active and determine them to make an extra effort to go to polling stations and vote against politicians who are actually making fun of people with such decisions,&#8221;<\/em> <strong>Alexandru Tanase<\/strong>, former judge and president of the Constitutional Court, <a href=\"https:\/\/www.zdg.md\/importante\/ce-spun-experii-in-drept-constituional-despre-decizia-cec-de-a-nu-majora-numarul-de-secii-de-votare-in-diaspora-are-drept-scop-de-a-nu-permite-moldovenilor-din-strainatate-sa-i-exercite-dreptul-la-vot\/\">believes<\/a>.<\/p>\n<p><em>&#8220;No supporting conditions have been created for us, so that we can ensure an effective increase of the polling stations,&#8221;<\/em>\u00a0Secretary of the Central Electoral Commission, <strong>Maxim Lebedinschi<\/strong>, replied. He referred to the fact that the Government officials did not approve a decision on the allocation of financial resources that would cover the expenses according to the expenditure estimate prepared by the CEC.<\/p>\n<p><em>&#8220;The government did not give any hint that it would not have the capacity to cover the expenses for opening polling stations abroad, if their number were higher,&#8221; <\/em>said, in his turn, the Acting Prime Minister, <strong>Aureliu Ciocoi<\/strong>.<\/p>\n<h3>The risk of Transnistria&#8217;s polling stations<\/h3>\n<p>For the first time ever, the CEC decided to establish <span style=\"color: #993300;\">3 polling stations on the territory which is currently controlled by the so-called Tiraspol authorities.<\/span> In case of potential incidents and fraud, Moldovan authorities will not be able to intervene, according to the representatives of the <b>Security and Intelligence Service (SIS)<\/b>\u00a0of the Republic of Moldova who <a href=\"https:\/\/www.sis.md\/ro\/content\/riscuri-la-adresa-securit%C4%83%C8%9Bii-na%C8%9Bionale-%C3%AEn-contextul-viitorului-scrutin-parlamentar\">noted<\/a> the <em>&#8220;risks of jeopardizing the smooth running of the snap parliamentary elections of July 11, 2021.&#8221;<\/em><\/p>\n<p><em>&#8220;Also, it will not be possible to ensure the impartial and uninfluenced (by the illegal paramilitary structures in Tiraspol) activity of polling stations&#8217; members, the presence and security of national and international observers, etc. In this regard, we emphasize that the listed situations create circumstances for elections fraud at these polling stations,&#8221;<\/em> mentioned the ISS officials. What is more, the institutions reiterated that the CEC did not consult the ISS when taking the decision and didn&#8217;t consider the risks and threats from the Tiraspol regime, <em>&#8220;which consistently opposed and banned the conduct of any type of national election on its territory.&#8221;<\/em> Similar concerns were expressed by the Bureau for Reintegration Policies and the Ministry of Internal Affairs.<\/p>\n<p>According to Promo-LEX, <span style=\"color: #993300;\">28 rationally located polling stations would be a reasonable number to ensure the participation of citizens on the left bank of the Dniester.<\/span> <em>&#8220;We express our concern for the case of at least 3 sections, set up in Corjova and Bender, territories that are not effectively controlled by the constitutional authorities,&#8221;<\/em> is stated in the association report.<\/p>\n<p>On the other hand, Secretary of the Central Electoral Commission <a href=\"https:\/\/zonadesecuritate.md\/cum-justifica-lebedinschii-decizia-de-a-deschide-2-sectii-de-votare-in-bender-si-de-la-cine-a-venit-propunerea\/\">claimed<\/a> that the security would be ensured on the controlled territory. <em>&#8220;If certain risks are identified, the CEC has the right to review this position.&#8221;<\/em><\/p>\n<p>**<\/p>\n<p>According to the economic expert <strong>Veaceslav Ionita, <\/strong>diaspora voters have a distinct voting behaviour from those in the country, as do Transnistrian voters.
