The study assessed the management of COVID-19 funds in 120 countries based on 26 indicators, focusing on public access to relevant information, adequate oversight arrangements and opportunities for citizen engagement. The researchers <a href=\"https:\/\/internationalbudget.org\/covid\/\">documented<\/a> the introduction of almost 400 emergency fiscal policy packages in the period from March to September 2020.<\/p>\n<blockquote><p>By the end of 2020, governments had already mobilized <strong>$14 trillion<\/strong> in fiscal policy responses of different types, that including additional spending measures, tax relief programs, loans and loan guarantees \u2013 <em>&#8220;all aimed at funding necessary health services, addressing income losses and keeping economies afloat.&#8221;<\/em><\/p><\/blockquote>\n<p><em>&#8220;Unfortunately, many governments have not heeded these calls, jeopardizing the effectiveness and impact of their response to the crisis.&#8221;<\/em> The report <a href=\"https:\/\/internationalbudget.org\/covid\/\">found<\/a> that more than <strong>two thirds<\/strong> of analysed governments have only provided <span style=\"color: #993300;\">limited or minimal levels of accountability in the introduction and implementation of their early fiscal policy responses.<\/span> <em>&#8220;Governments are falling short of managing their fiscal policy response to the crisis in a transparent and accountable manner.&#8221;<\/em><\/p>\n<p><iframe title=\"Managing COVID funds: The accountability gap\" width=\"740\" height=\"416\" src=\"https:\/\/www.youtube.com\/embed\/g7cg0Yo81pI?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen><\/iframe><\/p>\n<h3>Detailed findings:<\/h3>\n<ul>\n<li>Among the 120 countries analysed, 4 have provided an adequate level of accountability, 29 &#8211; some level of accountability, 55 &#8211; limited level (including Moldova) and<strong> 32 &#8211; minimal level of accountability<\/strong>. <em>&#8220;When putting in place fiscal policy responses to the pandemic, governments are taking a series of measures out of a sense of urgency\u2014such as bypassing legislatures, relaxing procurement procedures and not seeking citizens\u2019 inputs\u2014that undermine accountability.&#8221;<\/em> That makes it more difficult for citizens to understand what authorities are really doing, as the study authors explained. The lack of adequate information on the implementation of COVID-19 response policies (budget and impact on more disadvantaged and vulnerable groups, such as women and those living in poverty) further undermines the level of accountability.<\/li>\n<li>Around <strong>half <\/strong>of the governments surveyed published <span style=\"color: #993300;\">little or no information on actual vs. planned spending, financing and performance,<\/span> especially when it came to reporting on the impact of policies on different categories of beneficiaries.<\/li>\n<li>Almost <strong>two thirds<\/strong> of those surveyed, <span style=\"color: #993300;\">published very limited information<\/span> on the introduction and use of simplified pandemic-related procurement procedures, making it difficult to assess if governments were getting value for money in purchases of medical equipment or other goods and services.<\/li>\n<li>In only about <strong>a quarter<\/strong> of the countries government auditors <span style=\"color: #993300;\">were able to produce and publish audit reports<\/span> before the end of 2020.<\/li>\n<li>Among the 120 countries covered, 22 published information on policy initiatives specifically targeted towards women (this includes pregnant or lactating women, female entrepreneurs, female heads of households, victims of domestic violence, etc.), but only <strong>3 countries<\/strong> (Canada, the Philippines and Sweden) included a Gender Impact Assessment of their COVID-19 response.<\/li>\n<li>Only about <strong>a quarter<\/strong> of legislatures regularly <span style=\"color: #993300;\">received and debated reports<\/span> on the implementation of COVID-19 response policies, and even fewer received and debated related audit reports.
