The territory on the left bank of the Dniester has become even more isolated, as the COVID-19 pandemic has been used as a pretext for violating the fundamental rights of Transnistria&#8217;s inhabitants.<\/p>\n<p>The <strong>right to freedom of movement<\/strong> was one of the most violated rights last year. In March 2020, the region administration <span style=\"color: #993300;\">built over 37<\/span><span style=\"color: #993300;\"> improvised checkpoints on the perimeter of the administrative border<\/span>, restricting Moldovan citizens crossing from one side to another. The actions were taken irrespective of any decisions of the Chisinau government.<em> &#8220;As a result of these unilateral actions, tens of thousands of citizens were blocked in the region, unable to travel to their homes, jobs, families or close relatives.&#8221;<\/em> Farmers, teachers, medical workers, students and many other categories of the population in the region were affected by these restrictions.<\/p>\n<p>The <strong>right to liberty and security<\/strong> was also repeatedly violated by the administration from the Transnistrian region. According to the <a href=\"https:\/\/promolex.md\/wp-content\/uploads\/2021\/05\/RAPORT-Drepturile-Omului-%C3%AEn-regiunea-transnistreana-a-Republicii-Moldova.pdf\">report<\/a>, this happened systemically, <em>&#8220;because the so-called local judiciary is not independent and lacks capacity to ensure the minimum procedural guarantees.&#8221;<\/em> Out a total of 37 judgements of ECtHR concerning Transnistria, 20 found the violation of people&#8217;s liberty and security.<\/p>\n<p><strong>Prohibition of torture and ill-treatment<\/strong> was another systemic issue of the Transnistrian region. 17 out of 37 ECtHR judgements found a violation of this right. During the COVID-19 pandemic, detention conditions in the region became even worse: <span style=\"color: #993300;\">overcrowding, unhealthy conditions of detention, and lack of medical care.<\/span> By decision of Tiraspol, in order to reduce the risk of the virus spread, the period of pre-trial detention increased from 3 to 14 days. <em>&#8220;The effect of these changes is to the detriment of people&#8217;s dignity who are deprived of liberty.&#8221;<\/em><\/p>\n<p>Journalists, local activists and even ordinary citizens were persecuted in Transnistria for daring to express their position against the regime. The so-called Transnistrian criminal law provides for years of detention in case of <em>&#8220;public insult of the Transnistrian leader&#8221;<\/em>. The Promo-LEX report presented the cases of at least 4 people from Transnistria who were accused and prosecuted for public insult of public persons or the Transnistria&#8217;s regime, their right to<strong> freedom of expression<\/strong> being violated.<\/p>\n<p><strong>Freedom of assembly<\/strong> is another limited right in the region. In 2020, there were at least two public meetings that resulted in sanctions on civilians.<\/p>\n<p><em>&#8220;At the international level, the authorities of the Republic of Moldova maintained their previous position, reiterating the need to withdraw ammunition and the Russian army from the territory of the country, but also the need to transform the peacekeeping mission in a civil one,&#8221;\u00a0<\/em>the report said.<\/p>\n<p>On the other side, the Russian Federation continues to support the Tiraspol administration by unconditional political, economic and military support. That is while direct financing of the region without the consent and notification of the Chisinau authorities contravenes the bilateral agreements between the 2 countries and the international law, as Promo-LEX explains.<\/p>\n<p>Moreover, the <b>Operational Group of Russian Forces in Transnistria (OGRF) <\/b>still conducts defiant military exercises, offering history lessons and organising trips for children in the region. Moldovan authorities didn&#8217;t take any decisive actions beside publishing criticizing official statements.
