Snap parliamentary elections will be held on July 11,\u00a0 2021. In order to monitor the pre-electoral period, as well as the election campaign, Promo-LEX<\/strong> has launched a new election Observation Mission (OM) and presented its first monitoring report<\/a>.<\/p>\n

First, the association mentioned that the new elections will be held under the proportional representation system, as the mixed electoral system was cancelled in 2019. On the other hand, legislation improvements are advised to be made in order to properly conduct the elections and ensure the right to vote under safety conditions amidst the pandemic.<\/p>\n

Election budget<\/h3>\n

At the end of last month, the Central Electoral Commission (CEC) approved a preliminary estimate of expenditure. An amount of more than 125 million lei was estimated as being necessary for holding the elections<\/span>. “The adopted decision was submitted to the Government of the Republic of Moldova in order to identify and allocate the financial means necessary for the organization and conduct of snap parliamentary election of July 11, 2021,”<\/em> is mentioned in the CEC press release<\/a>.<\/p>\n

It’s true that CEC usually does not spend about 18% of the budget it plans, experts say<\/a>. Still, the Government approved, on May 12, a decision<\/a> to allocate only 70 million lei from the Government Reserve Fund<\/span> for the organization and conduct of snap parliamentary elections. At the same time, the decision provides for the revision of the CEC estimate of expenses in order to reduce it. “I congratulate the members of the CEC and the members of the Government for this solution, to allocate an amount with which the members of CEC can start the activity of organizing the snap parliamentary election. I am aware of the situation in which the amount allocated today will prove insufficient, we will discuss and look for new financial possibilities to ensure the election process,”<\/em> Acting Prime Minister, Aureliu Ciocoi<\/strong>, said, implying that there is not enough money in the reserve fund.<\/p>\n

President Maia Sandu<\/strong> claimed,<\/a> in an interview, that the problem of lack of funds would be artificially created by socialists, who hope that the elections will not take place. “We are witnessing a game of pressure. It is a false problem that Igor Dodon keeps asking in the hope that the elections will be postponed,”<\/em> mentioned the head of state.<\/p>\n

“The Government should make sure that the necessary funds are allocated for the elections.[…] We emphasize that, in order to avoid potential risks and uncertainties, and ensure smooth organisation and conduct of elections, the Government should commit to covering the full cost of the elections,” is mentioned in the Promo-LEX report.<\/p><\/blockquote>\n

A possible impact of COVID-19 on the elections is another challenge mentioned by the association. “We emphasize the need to find ways to vaccinate, as a matter of priority, the electoral officials and persons authorised to monitor the electoral activity, as well as the need for CEC approval of the Instructions on Measures of COVID-19 Prevention during the election period, in order to minimize the risks of infection spread.”<\/em><\/p>\n

Polling stations<\/h3>\n

Another matter to which Promo-LEX drew the public’s attention is the organisation of polling stations for voters from abroad and those from the Transnistrian region. “According to Promo-LEX estimates, if compared with the previous elections, the number of polling stations should be increased in Germany (+6), Russian Federation (+4), and UK (+4), and it could be decreased in USA (-5), Romania (-4) and Italy (-3).”<\/em><\/p>\n

The monitoring association noticed a constant, but insignificant diminution in the number of voters listed in the State Register. “On May 4, 2021 the number of voters was lower by 7 529 people compared to September 2, 2020.”<\/em> There is also an increase in the number of voters without residence and those from the Transnistrian region (15.1% of the total number), that resulting in a higher share of citizens who could vote on additional lists. Promo-LEX asked for transparency in the process of setting up the polling station, in order to avoid any possibility of falsification.<\/p>\n
