Then, no political faction nominated a candidate.<\/span><\/li>\n<li><span style=\"color: #808080;\">January 27, 2021 &#8211; President Maia Sandu appointed <strong>Natalia Gavrilita<\/strong> as a candidate for the position of prime minister.<\/span><\/li>\n<li><span style=\"color: #808080;\">February 11, 2021 &#8211; Parliament gave a no confidence vote for Gavrilita\u2019s Government. On the same day, a majority government was declared as being formed in Parliament in order to support the candidacy of <strong>Mariana Durlesteanu<\/strong> for the position of prime minister. President held consultations with the parliamentary groups, where the candidacy of Durlesteanu was proposed. Still, Maia Sandu appointed Natalia Gavrilita for the second time. The presidential decree was declared unconstitutional on February 23.<\/span><\/li>\n<li><span style=\"color: #808080;\">March 16, 2021 &#8211; New consultations took place between the president and the parliamentary groups. Later on, the president signed a decree appointing Igor Grosu as the new candidate.<\/span><\/li>\n<li><span style=\"color: #808080;\">March 18, 2021 &#8211; A new majority government was formed in order to support the candidacy of <strong>Vladimir Golovatiuc<\/strong> for the position of prime minister.<\/span><\/li>\n<li><span style=\"color: #808080;\">March 25, 2021 -The bill on granting the vote of confidence to <strong>Igor Grosu<\/strong> failed in Parliament\u2019s plenary session due to the lack of quorum.<\/span><\/li>\n<li><span style=\"color: #808080;\">March 26 and March 29, 2021 &#8211; The president held consultations with the parliamentary groups again.<\/span><\/li>\n<li><span style=\"color: #808080;\">March 29, 2021 &#8211; Maia Sandu submitted a request to the Constitutional Court for ascertaining the circumstances justifying the dissolution of Parliament.<\/span><\/li>\n<\/ul>\n<hr \/>\n<p>The Court noted that the dissolution of Parliament occurs in situations where <span style=\"color: #993300;\">the highest legislative and representative body can no longer exercise its functions and thus can no longer express the will of voters.<\/span> Consequently, voters are given the opportunity to resolve the conflict between the authorities in a constitutional way, as the CC representative <a href=\"https:\/\/www.privesc.eu\/arhiva\/94445\/Briefing-de-presa-sustinut-de-Presedintele-Curtii-Constitutionale-a-Republicii-Moldova--Domnica-Manole\">stated<\/a>.<\/p>\n<p><em>&#8220;The decision of the Constitutional Court is reasonable. Parliament did not vote for a Government for three months, and the two attempts to vote [a prime minister] failed. Today, Moldovans were given the opportunity to elect a Parliament that would represent them. [&#8230;] A new Parliament means not only stopping the thief, a new Parliament means a reset, a reform of justice, it means a stable development of the country. The state of emergency cannot be used as an excuse for the government coalition to postpone the elections,&#8221;<\/em> <strong>Maia Sandu<\/strong> <a href=\"https:\/\/www.privesc.eu\/arhiva\/94479\/Conferinta-de-presa-sustinuta-de-Presedintele-Republicii-Moldova--Maia-Sandu\">declared<\/a> in a press conference.<\/p>\n<p>On the other hand, the socialist leader <strong>Igor Dodon<\/strong> characterised the today&#8217;s events as <em>&#8220;Maia Sandu&#8217;s abuse of power attempt, by using three CC judges, in the fashion of the fugitive oligarch [Vladimir Plahotniuc].&#8221;<\/em> He also claimed that the CC judges issued a decision that is in the political interest of the country&#8217;s president, violating constitutional rules, their own decisions taken in recent years, the recommendations of the Council of Europe and the Venice Commission. <em>&#8220;Today&#8217;s decision can be compared to the CC decisions in June 2019, when Plahotniuc tried to use the institution to dissolve Parliament and announce snap parliamentary elections, hoping to get more seats for his party,&#8221;<\/em> he <a href=\"https:\/\/www.facebook.com\/dodon.igor1\">stated<\/a>.<\/p>\n<p>Like it or not, Moldova will have snap parliamentary elections. The new question is when they will be held, as this depends on the state of emergency, which was declared on March 31. However, it seems that the procedure of declaring the state of emergency was violated. According to the law, it can only be declared by the president of the country or the prime minister (but not the acting one), and approved by the Parliament. The current state of emergency was requested by the acting prime minister and included on Parliament&#8217;s agenda through a bill signed by 3 socialist MPs.
