A state of emergency was declared in the Republic of Moldova from April 1 to May 30. 52 Members of Parliament (MPs) adopted a decision in this regard at the end of March. The acting prime minister proposed it during Parliament’s plenary session, without a clear plan of restriction measures or actions to support affected people and businesses (as it was supposed to happen). “Currently, we do not have a pre-established plan, we only propose to establish a state of emergency. In case it is accepted, we will come up with a list of proposals,”<\/em> Acting Prime Minister Aureliu Ciocoi<\/strong> stated<\/a>.<\/p>\n

Parliament hastily accepted the state of emergency. The next day, people went to work, walked in parks, sit in restaurants and flooded the markets as if nothing happened. One can ask a logical question: what is the purpose of such a state of emergency then?<\/p>\n

During the parliamentary debates, opposition MPs suggested a series of amendments for shortening the overall period to 14 days and to provide at least some of the supporting measures, which were initially recommended<\/a> by the Supreme Security Council (SSC) to the Government a couple weeks ago. Voting amendments would have been made sense for such a deficient bill. Still, none of them was accepted. It seemed like Parliament was merely focused on one goal (declaring a state of emergency in the country), while not listening to any other details. Why? Maybe because the Article 85 of the Constitution<\/a> states that “Parliament cannot be dissolved in the last 6 months of president’s term of office, nor during a state of emergency, siege or war.”<\/em><\/span><\/p>\n

Put simply, the current majority government sought another way of not getting Parliament dissolved. Just like the socialist leader Igor Dodon<\/strong> declared<\/a>: “Socialists will use all constitutional, legal and political means to prevent the snap parliamentary elections in the midst of the pandemic.” <\/em>Dodon tries to emphasise the implied public health risks when holding snap elections during this period, but at the same time, he is fully aware that socialists would loose enough seats in Parliament after elections.<\/p>\n

Socialists, the Sor Party members and a part of former democrats forming the majority government declared they are against imposing a lockdown and, therefore, pausing the economic activity. So, they voted only for establishing a state of emergency without having any restrictive measures or supportive actions enclosed.<\/strong> Just a couple weeks earlier, they rejected the SSC and president’s recommendations of declaring a state of emergency.<\/p>\n

Their changing position and contradictory actions prove that the real interest has nothing to do with stopping the COVID-19 pandemic and helping people in need. At the end of the day, the majority government MPs blamed President Maia Sandu for blocking the procedure of electing a new executive and prolonging the pandemic crisis, while both Parliament and acting Government have been controlled by them.<\/p>\n

An Expert-Grup report<\/a> on possible effects of a lockdown in 2021 showed that imposing a 30-day lockdown in Moldova would allow avoiding infection of about 49.2 thousand people<\/strong> and saving 1136 people. On the other hand, “the net impact of the lockdown on the national public budget is estimated at around 1.7 billion lei (or about 3% of total public revenues) \u2013 calculated as the difference between actual collection during March \u2013 May 2020 and what could have been collected if no lockdown was imposed,”<\/em> as it is mentioned in the report<\/a>.<\/span><\/p>\n

Expert-Grup representatives stated that “Government\u2019s priority zero should be to prevent the virus spreading and save human lives, in circumstances where the number of infection cases and deaths grows rapidly.”<\/em> They recommend to impose a new lockdown, as long as proper conditions are created for companies to access financing (by issuing state guarantees) and compensation of salary losses for employees, <\/span>to an extent of around 75%, are provided.\u00a0<\/span><\/p>\n

On March 29, following consultations with the Party of Socialists of the Republic of Moldova (PSRM) and the Sor Party, President Maia Sandu<\/strong> announced that she filed a request to the Constitutional Court (CC) in order to ascertain the constitutional circumstances for the dissolution of the Parliament<\/span>. That happened after the bill on granting the vote of confidence to the appointed candidate for prime minister,\u00a0Igor Grosu<\/strong>, as well as to his team and a Government program, failed in Parliament\u2019s\u00a0plenary session<\/a>\u00a0due to lack of quorum. Members of majority government simply left the room as a sign of protest, saying they already have their own candidate.<\/p>\n

In case of a positive response from CC, President Maia Sandu will be able to issue a decree dissolving the current legislature. However, due to the imposed state of emergency, this could be postponed until the beginning of summer.<\/span> “This Parliament cannot solve people’s problems. It had two chances to elect a Government. People need a competent Parliament,”<\/em> the head of state claimed in a press conference.<\/a><\/p>\n

On April 1, acting prime minister announced<\/a> the new restrictions (Provision<\/a> no. 1 of April 1, 2021) adopted by the Commission for Emergency Situation<\/strong>. Basically, most of the previous restriction measures continue to be enforced, along with a special circulation regime in big municipalities like Chisinau and Balti (circulation ban between 11 p.m. and 5 a.m.). The schedule of business entities (including markets and shops) was not restricted, as well as the one of public transportation. Instead, people’s presence in parks, forests, playgrounds, sport fields or leisure areas was forbidden in Chisinau and Balti. No additional measures to prevent and control COVID-19 infection were provided for religious entities during the state of emergency, beside social distancing, limiting the number of attendants during religious ceremonies and wearing masks. That is while cases of violating and even defying restrictions were already recorded in churches.<\/p>\n

What is more, no measures to support business entities and protect citizens affected by the state of emergency restrictions were provided, as no funds were identified yet. Acting prime minister stated<\/a> that such measures would be decided at the next meeting of the Commission for Emergency Situation and ended the press conference.<\/p>\n
