The acting prime minister proposed it during Parliament&#8217;s plenary session, without a clear plan of restriction measures or actions to support affected people and businesses (as it was supposed to happen). <em>&#8220;Currently, we do not have a pre-established plan, we only propose to establish a state of emergency.
