The bill on granting the vote of confidence to the appointed candidate for prime minister, Igor Grosu<\/strong>, as well as to his team and a Government program, failed in Parliament’s plenary session<\/a> today due to lack of quorum. Members of the Party of Socialists of the Republic of Moldova (PSRM) and those forming the “For Moldova” group (Sor Political Party and some ex-democrats) left the room as a sign of protest.<\/p>\n

The Republic of Moldova still doesn’t have a permanent Government, as the attempt to vote for Grosu’s Government failed without a chance to question his program. The MPs forming the majority government emphasised their support for Vladimir Golovatiuc and asked for new consultations with the president of the country.<\/span> They said that the voting process was anyway supposed to be superficial, as the hidden goal was to trigger snap elections.<\/p>\n

President of the Republic of Moldova, Maia Sandu<\/strong>, invited<\/a> the parliamentary groups to new consultations tomorrow.<\/p>\n

Experts in constitutional law believe that the president could sign the decree of dissolving the legislature after the failed attempt to vote the Government led by Igor Grosu, but also after a new round of consultations with the parliamentary groups, in order to establish the reasons behind the lack of quorum. Constitutional expert Alexandru Arseni<\/strong> stated<\/a> for TV8 that today’s situation in Parliament “is equivalent to giving the Government the second no-confidence vote”, <\/em>which basically means Parliament can be dissolved.<\/p>\n

According to the Constitution of the Republic of Moldova, if MPs reject 2 candidates for the position of prime minister during 45 days, the legislature can be dissolved.<\/strong> Still, the final decision belongs to the Constitutional Court (CC), which decides whether a presidential decree concerning Parliament’s dissolution is constitutional or not.<\/p>\n

If CC decides that the circumstances of Parliament’s dissolution are constitutional, the Parliament is dissolved and snap parliamentary elections are held. In case CC finds that the circumstances do not meet the conditions provided by the Constitution, the president must consult parliamentary groups again and look for a solution of voting a Government.<\/p>\n

“The events happening in Parliament today is not parliamentarism. It’s settling a score. […] The second attempt to vote the Government has been used. In order to end the crisis, President Maia Sandu must proceed to consultations with the parliamentary groups, in order to dissolve the Parliament of the Republic of Moldova,”<\/em> expert in constitutional law, Teodor Carnat<\/strong>, explained<\/a>.<\/p>\n

The President of the Republic of Moldova must consult the parliamentary groups and, afterwards, submit a request to the Constitutional Court in order to ascertain the circumstances for holding snap elections, political expert Veaceslav Berbeca <\/strong>also\u00a0claimed<\/a> for ZdG. “The Constitution provides all the conditions for the Government to be voted. Only if a Government can’t be elected by all legal means, snap elections are held,”<\/em> he informed. At the same time, the expert highlighted that socialists would try to come up with their candidate and prove that there is still a desire of the majority government to vote for a prime minister.<\/p>\n

“The Republic of Moldova needs stability and political responsibility. It is unacceptable that, in the midst of a pandemic and a health crisis, given the lack of vaccines and financial means, which put the country in an extreme situation, we are witnessing revengeful political games that cause government instability. […] I hope that responsible politicians in the Republic of Moldova will quickly find the right solutions to overcome the artificially created situation, even if these solutions involve snap elections,” \u00a0the\u00a0European Parliament’s rapporteur on Moldova, Drago\u0219 Tudorache<\/strong>, declared<\/a>.<\/p><\/blockquote>\n
