President Maia Sandu<\/strong> held consultations with all parliamentary groups, discussing solutions for the current political crisis. All members of Parliament (MPs) seemed content with discussion results, stating that the pandemic crisis should be prioritized, whereas snap elections can wait.<\/p>\n

On March 16, just after consultations were over, Maia Sandu signed a new decree appointing Igor Grosu<\/strong>, who is currently Acting President of the Party of Action and Solidarity (PAS), as a candidate for the position of Prime Minister of the Republic of Moldova<\/span>. That is while Mariana Durlesteanu<\/strong>, the previous candidate nominated by socialist MPs, the Sor Political Party members and “For Moldova” ex-democratic turncoats, announced that she withdrew her candidacy. “I took note of Mariana Durlesteanu’s decision. Given that there is currently no candidate to be nominated by a formalised majority government, I decided to appoint Igor Grosu as a candidate for prime minister,”<\/em> Maia Sandu announced<\/a>.<\/p>\n

In response to the presidential decree, socialists filed a complaint to the Constitutional Court (CC)<\/span>, requesting to ascertain the deviations from the legal norm, in the procedure of appointing Igor Grosu for the position of prime minister. “We consider that certain constitutional provisions have been violated again,”<\/em> the socialist MP Vlad Batrancea <\/strong>declared<\/a>, referring to the previous complaint filed by socialists regarding the constitutionality of the presidential decree through which Natalia Gavrilita was appointed as a candidate for prime minister.<\/p>\n

That time, the CC\u00a0decided<\/a> that the presidential decree was unconstitutional and that President Maia Sandu was obliged to hold new consultations with the parliamentary groups in order to appoint a candidate for the position of prime minister.<\/p>\n

At the same time, Batrancea announced<\/a> that another candidate will be nominated by a new majority government. “I don’t think it is fair to comment on Igor Grosu’s capabilities, but the candidate who will be proposed by us is certainly much better prepared in the fields of public administration and crisis management.” <\/em>It can be observed that the PSRM members don’t want a prime minister who would have the president’s support.<\/p>\n

The judges of the Constitutional Court have to meet on March 19 to examine whether to suspend or not the presidential decree regarding the appointment of Igor Grosu as the candidate for prime minister.<\/p>\n

On March 18, socialists announced<\/a>, during Parliament’s plenary session, that they nominated their own candidate for prime minister – Vladimir Golovatiuc<\/strong>, Ambassador of the Republic of Moldova to Russia and a former socialist MP in the Moldovan Parliament. The declaration<\/a> of the newly formed majority government proposing the candidacy of Vladimir Golovatiuc was signed by 53 MPs. Among the MPs who nominated<\/a> Golovatiuc’s candidacy are the same Sor Political Party members and “For Moldova” ex-democratic turncoats. So, the new majority government is actually a renewed<\/em> one, which was formed (again) in order to be able to submit a candidate for prime minister, other than the one proposed by the president.<\/p>\n

Doctor of Law and university professor, Alexandru Arseni<\/strong>, explained<\/a> that, according to Parliament’s rules of procedure, a majority government is considered as being formalised only after the parliamentary groups decide to form a coalition in a separate meeting and a minute is issued.<\/strong> <\/span>Afterwards, an agreement is signed in Parliament, the coalition being declared in a transparent manner, with the press being present.<\/span><\/strong> Only then it becomes an element of legal structure with all attaching attributions. “We do not have such a thing in Parliament,”<\/em> the expert said.<\/p>\n

Alexandru Arseni also claimed<\/a> that signing a declaration of voting for a candidate doesn’t mean a majority government was formalised, even though socialists announced it in Parliament’s plenary session. “A simple list of 54 votes [the previous majority government declared by socialists nominating Mariana Durlesteanu] has no legal power.” <\/em>Vladimir Golovatiuc was nominated by a majority government formed in the same way.<\/p>\n

In February 2021, while the appointed (by President Maia Sandu) candidate for prime minister, Natalia Gavrilita<\/strong>, was presenting the Government program in Parliament’s plenary session, the PSRM representatives proposed their own candidate for the position of prime minister (Mariana Durlesteanu).<\/p>\n

Previously, the socialist leader Igor Dodon issued an ultimatum to Maia Sandu, saying<\/a> that the decree of appointing Mariana Durlesteanu as the candidate for prime minister has to be signed by March 9. Otherwise, “we will take more decisive political actions, even if that means that the position of president will become more of a decoration, as it was until 2016,” <\/em>Dodon stated.<\/p>\n

The conflicting situation between the President’s Office and Parliament continues. How much will it take for Moldova to have a fully functional Government? Will there still be snap elections? And, what’s more important, how many lives will still be lost during the pandemic until authorities stop to put their own interests first?<\/p>\n
