The pandemic crisis in the Republic of Moldova is getting worse and worse. The option of imposing a new lockdown is taken into consideration, as the epidemiological situation becomes critical. Last week, the daily number of COVID-19 confirmed cases constantly exceeded 1000. A record number of deaths (39) was reported on March 15, including a 36-year-old person.<\/p>\n[aesop_image img=”https:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2021\/03\/new-cases-1.jpg” panorama=”off” align=”center” lightbox=”on” captionsrc=”custom” caption=”Source: MHLSP” captionposition=”left” revealfx=”off” overlay_revealfx=”off”]\n

On March 13, President Maia Sandu<\/strong> and members of the Supreme Security Council (SSC)<\/strong> recommended<\/a>\u00a0to re-establish the state of emergency for a period of 2 weeks<\/span>. The Government was recommended to draw up the list of restrictions, the activities and categories of citizens who would fall under these restrictions and the compensations they would receive from the state, while submitting these proposals to the Moldovan Parliament. Additionally, measures to support the population and the business environment were proposed, such as compensations of about 1000 lei per week for suffering businesses, procedure simplification when applying for unemployment benefits, moratoriums on various expenses and taxes, a subsidy mechanism, as well as blocking non-priority public expenditures.<\/p>\n

“Like it or not, without restrictive measures we will get even worse. A lockdown is necessary. We need to help hospitals and doctors. What has not been done for a whole year must be done now – testing as soon as necessary, ensuring free access to medicines, but also easy access to medical investigations, approving strict measures for patients’ transfer, so that there are no delays, and thus to be able to fight for every life,”<\/em> Presidential Health Adviser, Ala Nemerenco<\/strong>, said<\/a>.<\/p>\n

Contrarily, the Party of Socialists of the Republic of Moldova (PSRM) opposed the option of imposing a state of emergency. “The decision to request the establishment of a new lockdown belongs to Maia Sandu, not to the majority of SSC members. Maia Sandu must show more courage and responsibility and tell the truth, that she demands the total blockage of the economy for at least two weeks,”<\/em> declared<\/a>\u00a0Corneliu Furculita<\/strong>. The socialists claimed that giving instructions to the Government and Parliament “is not within the competence of the head of state”<\/em>.<\/p>\n

“We had a discussion with the leadership of Parliament and we are unanimous in the opinion that a total lockdown, as Maia Sandu demands, is socially dangerous and represents an irresponsibility towards the citizens and the economic environment,”<\/em> ex-President Igor Dodon<\/strong> added<\/a>.<\/p>\n

A more grounded position<\/a> was expressed by the member of the Dignity and Truth Platform Party (DDTP) and the MP, Liviu Vovc<\/strong>: “It is necessary to impose a state of emergency and it is justifiable, but there is a major inadvertence: the state of emergency is still to be managed by the same government, which failed last year in the same situation.” <\/em>In December 2020, the MP proposed a bill, by which the composition of the National Commission for Public Health Emergency Situations was to be changed, so that half of its members to be specialists in the epidemiological field.<\/p>\n

Acting Prime Minister, Aureliu Ciocoi<\/strong>, believes\u00a0that sanctioning the violation of sanitary restrictions is more difficult in the conditions of an interim Government. According to the official, a state of emergency is necessary. “In case of a state of emergency, even an interim Government is offered leverage to make much stronger decisions,”<\/em> said<\/a> Aureliu Ciocoi.<\/p>\n

The currently imposed restriction measures proved to be ineffective. Only a part of public and private entities were shut down (schools, theatres, concert halls), that is while restaurants or churches remained open and the public transportation was always overcrowded. The enforcement institutions didn’t seem to take enough sanctioning measures. Several cases of illegal club parties and events involving more persons than the established limit were made public lately.<\/p>\n
