The index has been implemented by the NGO DiXi Group (Ukraine) together with the World Experience for Georgia &#8220;WEG&#8221; (Georgia) and the Community for advocacy and public policies WatchDog.MD (Moldova), referring to the natural gas and electricity markets.<\/p>\n<p>ETI 2020 is an<a href=\"https:\/\/www.watchdog.md\/2021\/01\/26\/republic-of-moldova-within-the-energy-transparency-index-2020\/\"> international edition<\/a> of the first comparative study to examine the level of energy transparency in Georgia, Moldova, and Ukraine as the most advanced countries in terms of European integration among the Eastern Partnership nations. The evaluated indicators characterised the availability, accessibility, usability, and completeness of the information to be made public, according to the EU and OECD legislation and best practices regarding information disclosure. Still, not all EU requirements were transposed into the national legislation yet. The country has to improve the way energy prices are communicated to consumers, as they do not have access neither to commercial offers (prices and terms of delivery for electricity and natural gas), nor to price comparison tools. Another big issue is the corporate reporting, especially on fiscal matters. The information regarding the retail market concentration in the electricity sector is incomplete, whereas the competition in the natural gas sector is very limited. <span style=\"color: #993300;\">Moldovagaz has a share of more than 95% of the wholesale and retail markets when it comes to natural gas.<\/span><\/p>\n<p>What&#8217;s more, the Regulatory Agency was evaluated as not being able to enforce the market rules, be transparent and provide sufficient monitoring concerning the market operators&#8217; activity. There is not enough reporting on the implementation of network development plans and there is lack of evaluation of regulatory policies effectiveness.
