The Republic of Moldova is a country with no state-founded shelters for stray animals. All existing at the moment shelters were built by NGOs, private groups or associations.<\/p>\n

There is no local authorities’ control over the number of stray animals, whereas a lot of ignorance regarding the condition of homeless animals can be observed. The problem of stray animals gets publicly discussed only when cases of abused animals or attacked people occur. Afterwards, it is rapidly forgotten. An overall plan for sterilisation has been never really implemented. Central and local authorities claim there are not enough funds for it. People abandon animals, mistreat them and avoid to adopt instead of buying. A general message oriented towards people’s education is missing. At the same time, the number of cases when people are bitten by dogs has never decrease in the last 10 years.<\/p>\n

Additionally, there are no efficiently enforced laws and regulations concerning stray animal protection. Even though legislation provides for fines of up to 37 500 lei<\/span> for cruel treatment or torture of animals, as well as fines of up to 45 000 lei<\/span> for leaving a pet in danger, a maximum of 3600 lei<\/span> is actually imposed. Animal protection specialist and activist, Karl Luganov<\/strong>, explained<\/a> that the Criminal Code of the Republic of Moldova has been updated in 2018. Still, previous provisions were not removed. Therefore, the police continues to hand out fines of small amounts.<\/p>\n

“If the fines are small and people can easily pay them, nobody will be able to stop them from being cruel.”<\/p><\/blockquote>\n

For example, in 2018, only 7 cases of sanctions imposed for causing intentional pain or suffering to animals, having the total amount of 4300 lei (!) were reported. That is while animal welfare organizations reported hundreds of times more abuse cases.<\/p>\n

As a result, the number of stray animals has rapidly increased all over the country, especially in big cities. The survival and care of stray animals has come to depend on the goodwill of volunteers who work in NGOs and private shelters.<\/p>\n

At the same time, it is not an easy thing to open a shelter. “It was difficult for us to find a suitable place to open the shelter. I went to several town halls in the suburbs, but also in the capital city. There was only one mayor who wanted to help us,”<\/em> said<\/a> Vladislav Dorofeev<\/strong>, the founder of a private shelter in Cricova that was housing about 120 dogs and 40 cats in April 2020.<\/p>\n

Vladislav’s estimations are that about 2300-2500 dogs live in shelters all over the country<\/span>. As shelters do not have enough space for all of them, he believes that animals needing veterinary help and the aggressive ones shall be given priority.<\/p>\n

Long-term solutions<\/h3>\n

In the long run, the idea of building many dog shelters is not good, Karl Luganov said<\/a>. On the other hand, capturing and euthanising all dogs is not human. “If we kill these dogs, others will come.”<\/em> The activist believes that dogs that are not aggressive need to be captured, sterilised, vaccinated and released while being kept under control.<\/p>\n

In the capital city and its suburbs, there are several public-private partnerships between the local authorities and associations or private shelters, which offer free sterilisation services for pets and stray animals. However, city hall employees who are in charge with capturing stray animals say that only in the case of 10% of requests received from residents the animals are actually being captured<\/span>. Moreover, the sterilisation measure seem a drop in the ocean, taking into consideration that there are about 15 thousand stray dogs in Chisinau<\/a> (according to some estimations), whereas a few hundred dogs are sterilised and\/or placed in shelters annually.<\/p>\n

What’s more, the message of the current mayor of Chisinau, Ion Ceban<\/strong>, suggests that a rather harsh approach is preferred: “In our city, there are more and more dog lovers and opponents of people, especially children. […] We can’t put animals above the safety and health of people,”<\/em> the mayor stated<\/a>. The official seems disturbed by the people protesting in front of the town hall against the violent attitude towards animals. That is while he included sterilisation, creating shelters and adoption campaign as solutions in solving the problem of stray animals during his 2019 election campaign when he was running for mayor of Chisinau. “We have an absolutely human approach in solving this problem,” <\/em>he used to say<\/a>.<\/p>\n

At the moment, Chisinau municipal authorities work on implementing a database where each city resident could register his pet. “If they abandon their pets, it would become clear where it comes from.” <\/em>Still, the database wouldn’t include the already existing stray animals that would need to be separately counted and supervised. “In order to solve the problem of homeless dogs in Chisinau, we will need between 2-5 years, if we act constantly and strategically,”<\/em> the specialist claimed<\/a>.<\/p>\n

All in all, the best long term solution for the problem of stray animals seem to be animal adoption. Authorities would need to put a lot of efforts in promoting the idea of adopting instead of buying pets, as well as educate citizens in this regard.<\/p>\n
