{"id":449178,"date":"2021-02-06T13:51:27","date_gmt":"2021-02-06T13:51:27","guid":{"rendered":"https:\/\/www.moldova.org\/en\/?p=449178"},"modified":"2021-02-06T13:53:29","modified_gmt":"2021-02-06T13:53:29","slug":"updates-on-transnistria-engaging-in-a-dialogue-or-drowning-in-allegations","status":"publish","type":"post","link":"https:\/\/www.moldova.org\/en\/updates-on-transnistria-engaging-in-a-dialogue-or-drowning-in-allegations\/","title":{"rendered":"Updates on Transnistria: Engaging in a dialogue or drowning in allegations?"},"content":{"rendered":"<span class=\"span-reading-time rt-reading-time\" style=\"display: block;\"><span class=\"rt-label rt-prefix\">Reading Time: <\/span> <span class=\"rt-time\"> 5<\/span> <span class=\"rt-label rt-postfix\">minutes<\/span><\/span><p>A lot of meetings took place lately: the representatives of the <strong>Bureau for Reintegration Policies of Moldova (BRP)<\/strong> met with the representatives of the European External Assistance Service, the European Commission and the Delegation of the European Union to the Republic of Moldova, <strong>OSCE<\/strong> high officials met with Moldovan and Transnistrian authorities, members of <strong>the Joint Control Commission (JCC)<\/strong> made several attempts to enter into dialogue, and the list can go on.<\/p>\n<p>Still, one issue remains untouched &#8211; since October 2020, <span style=\"color: #993300;\">the agenda of the JCC meetings have never included critical matters regarding establishing illegal border checkpoints in the Security Zone and the worsening human rights situation in the Transnistrian region.<\/span> The agenda containing such matters got repeatedly rejected by the Transnistrian side, according to the BRP representatives. The JCC meetings have been postponed. That seriously affects the proper functioning of the peacekeeping mechanisms and, what&#8217;s more important, it obstructs the freedom of movement and disrupts the daily activity of people on both banks of the Dniester who must circulate due to their jobs, visit their relatives, see a doctor, use public and private services, etc.<\/p>\n<p>On February 4, another JCC meeting was supposed to take place. The previous situation where the sides didn&#8217;t agree on the discussions agenda occurred again. <em>&#8220;Suggestions were made to withdraw the &#8216;problematic&#8217; topics, to examine them in another format on the Commission&#8217;s platform, and for ordinary meetings to be held without these topics,&#8221;<\/em> the BRP <a href=\"https:\/\/gov.md\/ro\/content\/comisia-unificata-de-control-s-intrunit-la-bender-0\">informed<\/a>.<\/p>\n<p>The Delegation of the Republic of Moldova reiterated that the <span style=\"color: #993300;\">JCC is obliged to react and come up with solutions to all violations that destabilize the situation in the Security Zone<\/span> and affect the rights of its inhabitants. It was also noted that, while trying to distract the Commission and public opinion from acute problems, <em>&#8220;Tiraspol&#8217;s force structures are resuming their provocative actions in the Security Zone.&#8221; <\/em>On February 3-4, two <span style=\"color: #993300;\">additional illegal checkpoints were established in the Bender area<\/span>.<\/p>\n<blockquote><p>&#8220;The actions described are nothing more than a new act of restricting free movement in the Security Zone and openly defying the basic documents of the peacekeeping operation.&#8221;<\/p><\/blockquote>\n<p>In his turn, Transnistria\u2019s JCC Co-Chairman, <strong>Oleg Belyakov<\/strong>, <a href=\"https:\/\/novostipmr.com\/ru\/news\/21-02-04\/oleg-belyakov-moldavskaya-storona-nastaivaet-na-obsuzhdenii\">mentioned<\/a> that the representatives of the Delegation of the Republic of Moldova disrupted the JCC meeting by <em>&#8220;trying, for a long time, to include in the agenda issues that are not within the competence of the Commission&#8221;. <\/em>The official believes that the claims and contradictions that take place within the JCC are artificial, that they are made on the initiative of the Moldovan side only, and do not contribute to the work within the peacekeeping mechanisms.<\/p>\n<blockquote><p>&#8220;For almost half a year, the JCC cannot assess the situation in the Security Zone. This is nonsense from the point of view of all approaches to peacekeeping mechanisms. The Moldovan side insists on discussing its politicised issues that have nothing to do with the Joint Control Commission.&#8221;<\/p><\/blockquote>\n<p>At the same time, Belyakov said that the Transnistrian side is aware of the situation in the region. <em>&#8220;We do not know what the situation is with the Moldovan component, the Ukrainian component of the peacekeeping mechanisms, how security regimes are established. Although there is a whole plan that provides for mutual work in the fight against the pandemic, the prevention of coronavirus in peacekeeping units,&#8221;<\/em> said Oleg Belyakov. That is while the Transnistrian force structures establish new checkpoints and issue new rules in the Security Zone, without consulting other sides, claiming that is necessary in the name of fighting the COVID-19 pandemic.<\/p>\n<p>On February 4, Deputy Prime Minister for Reintegration, <strong>Olga Cebotari, <\/strong>had a videoconference discussion with the representatives of the European External Assistance Service, the European Commission and the European Union Delegation to the Republic of Moldova.<\/p>\n<p>The Moldovan official mentioned Chisinau&#8217;s priorities for the current year, including protecting the fundamental rights of citizens living in Transnistria, restoring free movement in\/from the localities on the left bank of the Dniester, providing the necessary support to fight the COVID-19 pandemic on the left bank of the Dniester and Bender, implementing the Berlin+ package and solving the most pressing problems to the population, as the BRP <a href=\"https:\/\/gov.md\/ro\/content\/asistenta-ue-si-aspectele-esentiale-ale-procesului-de-reintegrare-au-constituit-subiectul\">informed<\/a>.<\/p>\n<p>At the end of January, <strong>Thomas Mayr-Harting, <\/strong>Special Representative of the OSCE Chairperson-in-Office for the Transnistrian Settlement Process paid an official visit to Moldova. The OSCE representative had common meetings with several Moldovan and Transnistrian officials, including President of the Republic of Moldova, Maia Sandu, and the Transnistrian leader, Vadim Krasnoselski.<\/p>\n<p>He noted that a lasting and comprehensive solution to the Transnistrian conflict would require <span style=\"color: #993300;\"><strong>a broad consensus within the Republic of Moldova, as well as among international partners<\/strong><\/span> in the settlement process. Thomas Mayr-Harting approved the Transnistrian decision <em>&#8220;to eliminate the checkpoints installed in the context of the pandemic, which will greatly contribute to reducing tensions and creating favourable conditions for combating the pandemic in a spirit of unity and solidarity,&#8221;<\/em> as it was announced in a\u00a0<a href=\"https:\/\/www.osce.org\/ro\/chairmanship\/477046\">press release<\/a> of the organisation.<\/p>\n<blockquote><p>&#8220;People on both sides of the Dniester need a real commitment from the parties to put aside their differences and move forward in the regulatory process.&#8221;<\/p><\/blockquote>\n<hr \/>\n<p><span style=\"color: #808080;\">At the international level, the OSCE Mission Chairmanships convene meetings in the 5+2 format to mark the progress reached by the sides and establish new objectives and timelines to advance the settlement process. The 5+2 format includes the Republic of Moldova and Transnistria (sides), the OSCE, Russian Federation, and Ukraine (mediators), and the European Union and the United States (observers).<\/span><\/p>\n<p><span style=\"color: #808080;\">Since 1994, the mission has participated as an observer in the JCC, gathering information on the situation in the Security Zone.<\/span><\/p>\n<hr \/>\n<p>Apparently, the authorities in Transnistria don&#8217;t intend to actually remove the illegal checkpoints. On the contrary, these checkpoints are used as leverage when negotiating or blackmailing the Moldovan side. All the discussions and efforts remain inefficient, as long as the involved parts seem to be acting when meeting in the 5+2 format, while some interests and actions are in total opposition to the declarations.<\/p>\n<p>Some of the 37 checkpoints, which were illegally established in March 2020, were removed. In the meantime, others appeared.<\/p>\n<p>Officially justified as a protective measure by the Transnistrian administration, the closed roads blocked <span style=\"color: #993300;\"><strong>320 000 citizens of the Republic of Moldova residing in the Security Zone<\/strong><\/span>, cutting back their access to healthcare, food, and medicines for months. At the beginning of the last summer, the situation was very close to a real armed conflict.
