In 2020, Moldova registered a score of 34 points, being\u00a0ranked<\/a>\u00a0115th out of 180 countries in the Corruption Perception Index ranking (CPI 2020)<\/strong> released by Transparency International (TI)<\/strong>. The score of the Republic of Moldova has slightly improved when compared to 2019 – 32 points and 2018 – 33 points, being comparable to that of Philippines (34), Egypt (33), Panama (35), Northern Macedonia (35) or Bosnia and Herzegovina (35). That is while the overall average score is 43\/100.<\/p>\n

In 2020, the top ranking countries were Denmark and New Zealand which recorded a CPI score of 88 points. Syria, Somalia and South Sudan were the countries with the most corrupt systems, having a score of 14, 12 and 12 points respectively.<\/p>\n

At the same time, nearly half of the countries in the CPI rankings have stagnated for almost a decade, whereas more than 66% of the countries have a CPI score below 50 points. <\/span>“These countries have failed to move the needle in any significant way to improve their score and combat public sector corruption,”\u00a0<\/em>as it is stated in the CPI 2020 report<\/a>. All in all, the year 2020 proved to be one of the worst years in recent history, due to the outbreak of the global COVID-19 pandemic and its devastating effects.<\/p>\n

The report<\/a> showed that the pandemic period has highlighted integrity issues even in the case of the best performing countries, proving that none is immune to corruption. “The emergency response to the COVID-19 pandemic revealed enormous cracks in health systems and democratic institutions, underscoring that those in power or who hold government purse strings often serve their own interests instead of those most vulnerable,”<\/em> the report said.<\/p>\n

“COVID-19 is not just a health and economic crisis. It\u2019s a corruption crisis. And one that we\u2019re currently failing to manage,” claimed Chair of Transparency International, Delia Ferreira Rubio<\/strong>.<\/p><\/blockquote>\n

“Corruption is prevalent across the COVID-19 response, from bribery for COVID-19 tests, treatment and other health services, to public procurement of medical supplies and overall emergency preparedness,”<\/em> it is also declared in the CPI 2020 report.<\/p>\n

As a general observation, countries with higher levels of corruption, no matter how developed they are, tend to spend less on healthcare. Also, the higher the level of corruption is, the more common are democratic violations in response to COVID-19.<\/span><\/p>\n

Moldova in the CPI 2020 ranking<\/h3>\n

According to Transparency International Moldova<\/strong>, the year 2020 was a very controversial one for the Republic of Moldova when it comes to fighting corruption. “On the one hand, the country has emerged from the ‘strain’ of a captured state. On the other hand, the new rulers took over some criminal schemes. Parliament offered the citizens ‘a Christmas surprise’, adopting a series of bills contrary to the public interest,”<\/em> as it is mentioned in the organisation’s analysis<\/a>. Moreover, TI Moldova representatives claimed that only about half of the measures within the National Strategy for Integrity and Anticorruption have been fully implemented.<\/span><\/p>\n

Among the events of 2020 that deceived people’s confidence were mentioned the $200 million loan agreement with the Russian Federation that was almost signed, as well as a multitude of corruption scheme scandals involving Moldovan politicians, their businesses and their families. “The population crushed by COVID-19, poverty and uncertainty in the future, is increasingly active in opposing this government, demanding snap parliamentary elections and actions taken by the new President of the Republic of Moldova, Maia Sandu.”<\/em><\/p>\n

Eastern Europe and Central Asia<\/h3>\n

“With an average score of 36, Eastern Europe and Central Asia is the second-lowest performing region on the CPI and vulnerable to corruption compounded by COVID-19,”<\/em> as it is mentioned in the regional overview of TI<\/a>.<\/p>\n

When compared at the regional level, Moldova has a score below the average, being ranked after North Macedonia – 35 points and above Ukraine – 33 points. The highest scoring region in 2020 is Western Europe and European Union with an average of 66 points out of 100, whereas the lowest scoring one is Sub-Saharan Africa – 32 points out of 100.<\/p>\n

Among the significant improvers of the region are Albania, Armenia, Belarus, Kazakhstan, Kyrgyzstan, and Uzbekistan, while Bosnia and Herzegovina and Turkey are counted among the significant decliners.<\/p>\n

At the regional level, “COVID-19 exposed ongoing governance and structural problems, highlighted widespread corruption, and exacerbated social discontent.”<\/em> According to the TI regional overview<\/a>, “some political leaders used the crisis to increase their power, add restrictions to already limited access to information, eliminate transparency requirements from public procurement rules and renounce public accountability mechanisms.”<\/em><\/p>\n

The CPI 2020 ranking includes 180 countries and territories. The index is calculated based on 13 studies of well-known organizations and reflects the level of perception of corruption in the public sector. It is calculated on a scale from 0 to 100, where 0 means highly corrupt and 100 – very clean from corruption.<\/p>\n
