After a period of remote activity, members of the Joint Control Commission (JCC) met in Bender on January 14, as the Delegation of the Republic of Moldova to JCC informed<\/a> lately. However, the agenda of the meeting, proposed by the head of the delegation who also chaired the meeting, was again rejected by the Transnistrian side.<\/p>\n

Therefore, the discussion of critical topics that require urgent resolutions, being related to the presence of illegal border checkpoints located in the Security Zone that obstruct free movement, as well as the cases of Moldovan citizens’ abduction by armed representatives of Transnistrian forces, was repeatedly postponed.<\/p>\n

“According to the rules of the commission, the agenda of the meeting is adopted by agreement of all parties. The Tiraspol representatives refused to examine the current topics. The Moldovan side position was supported only by the representatives of Ukraine and the OSCE Mission to Moldova,”<\/em> it is mentioned in a note<\/a> of the Bureau for Reintegration Policies of Moldova.<\/strong><\/p>\n

Transnistria\u2019s JCC Co-Chairman, Oleg Belyakov<\/strong>, justified<\/a> the agenda rejection by the fact that “a number of questions raised by the Moldovan delegation did not find their logical progress.” <\/em>According to him, the Moldovan side keeps trying to include in the agenda topics that have no relation to the JCC work. “As a rule, such proposed questions are from the negotiation process area,”<\/em> the official stated.<\/p>\n

The Transnistrian side declared that the Moldovan Delegation has been blocking decisions on 18 reports of the Joint Military Command. “Such reports go to JCC and must be assessed by all delegations. A decision must be taken that the situation in the Security Zone is under the control of peacekeeping forces<\/span>. Today, the Moldovan side is blocking this component. We don’t understand the reason behind it but the number of blocked reports is still growing,”<\/em> Belyakov said.<\/p>\n

Transnistrian and Russian officials mainly use the name “peacekeeper troops” <\/em>when referring to the Operational Group of Russian Forces in the Transnistrian Region \u2013 a military group, which is a descendant of the Soviet 14th Guards Army, being under the command of the Moscow Military District.\u00a0<\/span><\/p>\n

The Russian side states that the contingent is necessary in Transnistria in order to maintain the stability and to guard ammunition depots, which are dangerous to leave unattended. Even though the Russian side made a commitment to evacuation and utilisation of the ammunition, the depots still remained untouched.<\/span><\/p>\n

The Delegation of the Republic of Moldova representatives claimed that the last 4 weekly reports signed by the Joint Military Command cannot be proposed for approval, as they do not meet the requirements imposed by JCC.<\/p>\n

“The fact of ignoring these requirements blocks the mechanism of documentation and the elimination of illegal border checkpoints, installed under the pretext of fighting Covid-19 infection.”<\/p><\/blockquote>\n

The Delegation of the Republic of Moldova believes that “through its destructive actions, the Transnistrian side seeks to remove the JCC control of the Security Zone and to completely discredit the peacekeeping operation.”<\/em><\/p>\n

The only decision reached during the recent meeting was that each side would delegate one military representative to participate in the meetings of the Joint Military Command in order to identify the solution that would help eliminate violations of the Security Zone regime committed during the pandemic, as the Bureau for Reintegration Policies of Moldova informed.<\/p>\n

Professor of international law and expert, Nicolae Osmochescu<\/strong>, considers<\/a> that Moscow intentionally confuses the operational group with the peacekeeping troops, in order to scandalise things. “There is a lot of discussion around the 5 + 2 negotiation format, which needs to be reformed. First of all, it went wrong when Tiraspol was accepted as an equal party in the negotiations. And if the format is to be changed, this change would only make sense if the US and the EU can receive equal status in negotiations, instead of observer status,”<\/em> the expert stated<\/a> for ZdG.<\/p>\n

The data provided by the Customs Committee of the Transnistrian region showed<\/a> that the exports of the region decreased by 3.69% – to $633.1 million, and imports – by 12.9% – to $1.052 billion in 2020.<\/p>\n

Transnistria’s exports consist of metal and metal products, fuel and energy products (mainly electricity supplied to the Republic of Moldova), as well as food and raw materials. The regions imports are represented by fuel and energy resources (mainly Russian gas), scrap metal as raw materials for the metallurgical industry and food.<\/p>\n

At the same time, the export of wheat, barley and corn is prohibited<\/a> until the end of March 2021, by a decree signed by the Transnistrian leader Vadim Krasnoselski<\/strong> “in order to protect state security and the internal market from the negative consequences of the spread of a viral infection.”<\/em> The ban was first introduced in June 2020.<\/p>\n
