The Moldovan Members of Parliament (MPs), who are forming the current (unconfirmed) government, have recently gained even more experience of voting bills in a hurry, secretly, at midnight, without respecting the procedures or having public consultations. On the evening of December 16, important decisions were taken by politicians with corrupt interests, just as 2 weeks ago, as well as few years ago (when the democratic government controlled by Vladimir Plahotniuc was doing the same thing), proving one more time how deep thievery is rooted in the Moldovan politics.<\/p>\n

Several controversial bills proposed by socialists, such as bill on the Russian language status in the Republic of Moldova, a bill on the Gagauzia status, and another one allowing Moldovan TV stations to broadcast the Russian propaganda content, were adopted at final reading.<\/p>\n

Also, more room was created for Sor’s businesses in the pharmaceutical area. The drafts proposed by the Sor’s Party would allow the import of dubious quality drugs and implantation the so-called “pharmacies on wheels”<\/em>.<\/p>\n

The most alarming are though, the critical amendments that were made to the law establishing who is the payer of the “one billion bank fraud”<\/em> debt. MPs have moved the burden from the Ministry of Finance to the National Bank. That would, basically, create a hole of 14 billion lei in the public budget<\/span> in exchange for transferring the due funds (initially designated to cover the debts) to support farmers from Moldova, as the draft’s authors claimed.<\/p>\n

On the other hand, the National Bank gets “decapitalised”<\/em> when the law is repealed, that limiting the institution’s ability to ensure the stability of the national currency and fight inflation<\/span>, as the Governor of the National Bank, Octavian Arma\u0219u, said<\/a>.<\/p>\n

MPs lowered the retirement age, sharing the scarce budget funds among even more pensioners and lowering the monthly payments even more. The situation becomes even more dramatic when taking into consideration the adopted public budget for 2021, which is “too optimistic”<\/em> when it comes to its deficit and includes schemes to the benefit of certain MPs who control smuggling networks, experts say.<\/p>\n

At the end of the sitting, MPs closed the parliamentary session. Officially, they will not meet until the beginning of February, only as a matter of exception.<\/p>\n

The first statements from international partners started to arrive. The Romanian Ministry of External Affairs<\/strong> (MEA) declared, in a press release<\/a>, that the voted laws have a negative effect on the financial stability and international credibility of Moldova.<\/p>\n

“As the main partner of the Republic of Moldova, Romania reiterates its concern about the undemocratic and non-transparent decisions adopted on December 16, by this parliamentary coalition, without respecting the parliamentary rules in force, without adequate public consultation, without taking into account the principles of the rule of law,”<\/em> it is mentioned in the press release.<\/p>\n

The Romanian MEA also noted that there is a strong disagreement of the civil society regarding the adopted laws. “This situation, combined with the lack of transparency and ignorance of opinions from specialized institutions, indicates that this legislative process is not likely to serve the legitimate interests of citizens.”<\/em><\/p>\n

Member of the European Parliament (MEP), Siegfried Muresan,<\/strong> condemned<\/a> the actions in Parliament as well. “The Parliament of the Republic of Moldova is moving further and further away from European democratic values \u200b\u200bthrough undemocratic and non-transparent decisions.[…] The adopted laws are being challenged by civil society representatives, the opposition and international partners. The Parliament of the Republic of Moldova lost its credibility in front of the European partners and will only regain it by returning to the path of respecting the law, the constitution and the European democratic values,”<\/em> said the official.<\/p>\n

Rodgers Chawani, IMF Resident Representative in the Republic of Moldova, issued a statement as well. \u201cImplementation of the recent legal initiatives approved by the Moldovan Parliament would pose serious threats to Moldova\u2019s macroeconomic and financial stability, which is already under severe pressures from the COVID-19 pandemic.<\/strong> The IMF\u2019s financial support under the new ECF\/EFF program is subject to Moldova\u2019s unequivocal commitment to the irreversibility of the past progress and broad political support for the ambitious governance and institutional reform agenda that was agreed with staff earlier this year,\u201d<\/em> is mentioned in the IMF Representative press release<\/a>.<\/p>\n

At the same time, another protest with tractors was organized, on December 16, by farmers who drove the vehicles on Parliament’s stairs, that resulting in altercations and use of tear gas by the police. Several farmers, a journalist, as well as four employees of the Ministry of Internal Affairs suffered injuries.<\/p>\n

Amnesty International Moldova<\/strong> condemned<\/a> all forms of violence and the use of tear gas at the farmers’ protest. Farmers continued the protest on December 17-18, placing the tractors in front of the Government building. They said they would not give in to pressure exercised by the authorities and will continue to defend their rights.<\/p>\n

On December 18, the Car Transport Employers ‘Association joined the farmers’ protest. Several minibuses and buses got to Chisinau city centre, where dozens of tractors were deployed.<\/p>\n
