The next day after the conflict situation in the Moldovan Parliament related to the violated procedure for adopting laws, a statement by the EU External Action Service (EEAS)<\/strong> Spokesperson was issued<\/a>.<\/p>\n

The statement signed by Lead Spokesperson for Foreign Affairs and Security Policy, Peter Stano, and Press Officer for Foreign Affairs and Security Policy, Adam Kaznowski described the proposed bills as “tabled in a hasty and non-transparent manner”<\/em> and the voting procedure that took place on December 3 as “failing to respect the necessary parliamentary procedures.”\u00a0<\/em><\/p>\n

The EU officials suggested that the adopted legislation might serve “vested interests”<\/em> due to the fact that it was supported by people involved in the 2014 banking fraud.<\/p>\n

“These legislative proposals were tabled only two weeks after the Moldovan people have elected a new President. The elections took place with the expectation that the future President would be able to exercise their functions according to the Constitution under which they were elected. It is therefore essential that any changes to these Presidential functions and powers respect the necessary, legally-enshrined procedures, including democratic scrutiny.”<\/p><\/blockquote>\n

The statement<\/a> also highlighted the expectation of the EU that all decision makers in Moldova would “respect the rule of law and guarantee democracy, in line with the expectations of the population and core principles of the ambitious EU-Moldova Association Agreement.”<\/em><\/p>\n

Another statement<\/a> was made on behalf of the Embassy of Romania to the Republic of Moldova<\/strong>. The institution referred mainly to the recent legislative changes affecting the prerogatives of the President of the Republic of Moldova.<\/p>\n

“Romania condemns the non-transparent and contrary to the democratic practices way in which the PSRM [Party of Socialists of the Republic of Moldova] and the Platform “For Moldova”, including the \u0218or Party, acted blatantly by ignoring the massive vote expressed by Moldovan citizens in presidential elections of 15 November 2020.”<\/p><\/blockquote>\n

The Romanian Embassy believes that the rule of law and the functioning democratic system in the Republic of Moldova was seriously affected by the too rapid process of adopting laws – “without decision-making transparency and public consultation, without observing the parliamentary procedures in force,”<\/em> as the institution characterised<\/a> it.<\/p>\n

According to the Romanian officials, “the direct aim was to limit the attributions of the presidential office, which the candidate supported by the PSRM lost in a categorical and democratic way in the presidential elections.”\u00a0<\/em>The Romanian side called on Moldovan political parties “to act responsibly and to give priority to the stability and democratic path, in the European spirit, of the Republic of Moldova.”<\/em><\/p>\n

The United States’ position<\/a> on the passage of legislation revoking Law #151 from 2018, which authorized the sale of the site of the former Republican Stadium to the United States for construction of a New Embassy Compound, was full of criticism and regret as well.<\/p>\n

“The United States negotiated in good faith with successive Moldovan governments for over a decade to acquire the site. This abrogation violates a binding bilateral agreement, violates international law, and negatively affects the U.S.\/Moldovan relationship.”<\/p><\/blockquote>\n

The US institution representatives informed<\/a> that “the United States is prepared to invest more than 250 million dollars to build a new embassy in Chisinau, creating hundreds of jobs, supporting local businesses, and revitalizing Chisinau\u2019s economy,”<\/em> urging the Moldovan authorities to reconsider their decision and uphold the bargaining process.<\/div>\n<\/div>\n
