President-elect Maia Sandu<\/strong> declared, during a press conference<\/a> on November 30, that there is no agreement signed by the Republic of Moldova to allow the stationing of the Operational Group of Russian Forces in the Transnistrian region<\/span> – a military group, which is a descendant of the Soviet 14th Guards Army, being under the command of the Moscow Military District. Sandu repeatedly emphasized the necessity of withdrawing the foreign military troops and the adjacent ammunition.<\/p>\n

The statement of the Moldovan official was followed by several critical positions expressed by Russian officials and the involvement of NATO Secretary General Jens Stoltenberg.<\/p>\n

Deputy Chief of Staff of the Presidential Executive Office, Presidential Press Secretary, Dmitry Peskov<\/strong>, claimed<\/a> that a change in the status quo may lead to destabilization of the situation in Transnistria. “Russia performs very important functions and a change in status quo, which is based on the international law, can lead to serious destabilization. We expect that all this will be discussed and no sudden movement will be made in this regard,”<\/em> Peskov declared.<\/p>\n

The official suggested that no changes are wanted by the Russian government when it comes to the situation in Transnistria, characterising the dialogue he had with Igor Dodon as a more constructive one.<\/p>\n

Russian Foreign Minister, Sergei Lavrov,<\/strong> also responded<\/a> to the demand of President-elect Maia Sandu for the withdrawal of Russian troops, named by the Russian side “peacekeepers”<\/em>. Lavrov called Sandu’s statement irresponsible, as it does not contribute to the settlement of the conflict in the region.<\/span> His main arguments were that the Russian contingent is necessary in Transnistria in order to maintain the stability and to guard ammunition depots, which are dangerous to leave unattended. Even though the Russian side made a commitment for the evacuation and utilisation of the ammunition, the depots still remained untouched.<\/p>\n

Spokesperson of the Russian Foreign Ministry, Maria Zaharova<\/strong>, explained<\/a> that concrete steps would be taken only when the conditions set out in the documents of the OSCE Council of Foreign Ministers in Porto in 2002 were met.<\/p>\n

Zaharova stated that Russian authorities see Sandu’s declarations as “an attempt to undermine efforts to resolve the Transnistrian issue.”<\/em><\/p>\n

“As it is well known, the presence of this task force of Russian troops in the Transnistrian region has a well-defined purpose. First of all, it ensures the mission of the Russian peacekeeping troops that are part of the Joint Control Commission (JCC). The mandate of the peacekeeping mission is directly linked to the continuity of the political process of conflict resolution. There is still a long way to go until a solution is found.”<\/p><\/blockquote>\n

Spokesperson of the Russian Foreign Ministry drew everybody’s attention to the fact that for 25 years, there was a stable situation, no bloodshed, no gunfire in Transnistria, and that would be thanks to the Russian peacekeepers presence.<\/p>\n

In an online press conference<\/a> held by NATO Secretary General, Jens Stoltenberg<\/strong>, it was claimed that\u00a0NATO Allies support strongly the territorial integrity and the independence of Moldova.<\/p>\n

“We see how Russia has deployed troops in violation of the wishes of different governments in our close neighbourhood, how Russia has illegally annexed Crimea, how they continue to destabilise eastern Ukraine, how there are Russian troops in parts of Georgia, and also how there are troops in Moldova, in Transnistria. This is a violation of the territorial integrity of Moldova and is yet another example of how Russia far too often does not respect international law and the territorial integrity of countries, including Moldova.”<\/p><\/blockquote>\n

NATO Secretary General congratulated the President-elect of Moldova and expressed his openness for a meeting.<\/p>\n

At the same time, the Bureau for Reintegration Policies of Moldova\u00a0<\/strong>raised<\/a> a red flag regarding installing a new illegal border checkpoint in the Security Zone at the entrance to Dubasari, near a post of the Joint Peacekeeping Forces. Moldovan officials claimed that Transnistrian structures continued to defy the basic acts of the peacekeeping operation, which prohibit impeding free movement and establishing formations that are not part of the Joint Peacekeeping Force contingent, presenting them as necessary from the “sanitary”<\/em> point of view.<\/p>\n

For nine weeks now, the initiative to introduce the matter on the agenda of the JCC meetings is blocked by the Transnistrian side. According to co-Chairman of JCC representing Transnistria, Oleg Belyakov<\/strong>, a number of topics proposed by Moldova on the agenda “have a pronounced political character”.<\/em><\/p>\n

“We understand the persistence of Moldova. This is a certain international format. They do not care if the subject will be included on the agenda. It is important for them to present it in the international community, to set a precedent. We see it all as a tentative to block the mechanisms of the peacekeeping operation,<\/em>” said<\/a> Belyakov.<\/p>\n
