The worst period of an election campaign is its last week. Everybody knows that. However, nobody could predict how bad it can get this time or where it could lead to.<\/p>\n

On November 15<\/strong>, the second round of the presidential election will be held. Citizens of the Republic of Moldova will choose between Maia Sandu (Party of Action and Solidarity – PAS) and Igor Dodon (a so-called independent candidate supported by the Party of Socialists of the Republic of Moldova – PSRM). In the last two weeks, the contenders used contradictory methods to reach and convince the Moldovan electorate. Whether the campaign was online or offline, through facts or fake news, arguments or personal attacks, discussions or dirty tricks, Sandu and Dodon set their limits and, sometimes, went beyond them.<\/p>\n

Victory at any cost<\/h3>\n

On November 13, the electoral staff of Igor Dodon, along with the PSRM members gathered hundreds of people in the city centre of Chisinau at an electoral rally, despite the record number of COVID-19 confirmed cases and the imposed restrictive measures.<\/p>\n

“Have you seen what our opponents are doing? All the red lines are crossed! We did not touch them until November 1. We did not criticise them. We did not call them by name, but they were completely impudent. Unless they get back a punch on the nose, they won’t understand,” said Dodon during the rally<\/a>.<\/p><\/blockquote>\n

Therefore, Dodon decided to take action before the second round, when the stakes are much higher. Manipulations, fake news and attacks on privacy, values, family, sexual orientation, gender, religion, opinion, geopolitical preferences represented his main tools.<\/p>\n

“What are my opponent’s values? There are no values, words only. How can you talk about values with one who has no family, who has participated in these marches in Chisinau [referring to the marches organised by the LGBT community], who hates our history. […] One has to feel this in his soul, to love the citizens, to help them, not to walk like a scared person who winces every time she is approached. I once tried it in the presidential office. I cornered Maia Sandu<\/span> and I told her: <<Mrs. Sandu, why are you so scared? Let’s meet to introduce you to my wife and children.>> That is the difference between our values,”<\/em> Dodon said during his last online transmission<\/a>.<\/p>\n

After launching himself a series of fake news during a press conference, Dodon decided to also have them printed and distributed all over the country. Flyers saying<\/a> that Sandu would shut down schools and hospitals, liquidate district administrations, sell lands to foreigners, block exports to Russia, forbid citizens to go abroad for work, raise gas prices, stop payments for pensions and salaries, legalise same-sex marriage and the adoption of children by sexual minorities’ representatives, deteriorate relations with Transnistria, create chaos in the parliament<\/span> <\/strong>and other slanders were carefully<\/em> brought to every door in Moldova.<\/p>\n

Moreover, Dodon claimed that his own methods were actually used against him, complaining that several NGOs wanted to bring him down through lies, fear, manipulation and fake news. “Every day they attack us, they attack my family, they attack people close to me,”<\/em> Dodon said.<\/p>\n

Maia Sandu filed a complaint with the Chisinau City Court alleging manipulation and fake news through Dodon’s distributed flyers.<\/p>\n

“Dodon is lying to you. He promised to fight the thieves and get you out of poverty, but he did the opposite. You deserve a president who doesn’t lie to you, a president who works to your benefit. We want the same thing: we want all people to be able to work honestly at home and live well,” replied Sandu in her last press conference<\/a>.<\/p><\/blockquote>\n

The Report<\/a> no.7 published by the Promo-LEX Observation Mission (OM)<\/strong> mentioned that at least 51 cases of using hate speeches and incitement to discrimination<\/span> were identified in the context of the presidential elections between November 2-11. There were 7 cases where Igor Dodon used hate speech, 26 cases where Maia Sandu was targeted by politicians, journalists, opinion leaders or candidates\u2019 supporters, while Igor Dodon was targeted in 8 such cases. “In other 10 cases, hate speech and incitement to discrimination targeted members of political parties and\/or supporters of candidates, as well as against public officials, politicians and voters in general,”<\/em> said the report<\/a>.<\/p>\n

No public debates<\/h3>\n

Even though Maia Sandu had agreed initially to have a public debate with Igor Dodon, she changed her mind afterwards, saying<\/a> that she has nothing to discuss with a candidate who sprinkles lies and divides the society.<\/p>\n

“We’ve all seen, in the last few days, how Dodon went beyond all limits. He is hysterical. He pours lies, hates the society, spreads hatred and poison everywhere. We don’t waste our time with a ruined, panicked, scared and lonely man who gets in the mud and tries to pull us all there too. […] We insisted on having a public debate on topics of national interest – economic issues, overcoming the health crisis, fighting corruption and poverty. But whenever he is called to discuss serious issues, Dodon does nothing but throw 3 more lies in one sentence,” said<\/a> Maia Sandu.<\/p><\/blockquote>\n

As a consequence, Dodon took part alone at the debate broadcasted on national television on November 12, which was interpreted “as an intention to favour an electoral contestant, given that a series of concerted actions were detected between the electoral contestant and the management of the public TV channel,”<\/em> is said in a Promo-LEX statement<\/a>.<\/p>\n

Before the first round of presidential elections, Dodon deliberately refused to participate in any public debates.<\/p>\n

Hiding real costs<\/h3>\n

The Report<\/a> no. 7 published by the Promo-LEX OM revealed that Igor Dodon did not include at least 394 422 lei<\/strong> and Maia Sandu – 106 431 lei <\/strong>–\u00a0as expenses in their reports on election campaign financing.<\/p>\n

The socialist candidate under cover was accused of using administrative resources in the presidential campaign after his electoral newspaper was discovered<\/a> to be printed at a state-owned publishing house. Opposition MPs, civic activists and journalists found at least 170 thousand of newspaper’s copies in the warehouse of the publishing house and in the trucks<\/span> that were transporting them to different localities. That is while a contract with a private publishing house was signed,<\/a> displaying a total order of 120 thousand copies at a very low cost – 2.28 lei (0.11 EUR) per 16-page colour copy.<\/span><\/p>\n

On the other hand, Dodon’s staff characterised the blockage of electoral materials as an illegal action organized by the opponent’s representatives.<\/p>\n

Ziarul de Garda raised a red flag in its investigation<\/a> concerning the minors who would be involved in distributing Igor Dodon’s election materials, even though this is prohibited by law. Still, the electoral legislation provides no administrative or criminal sanctions for electoral contestants involving minors in their political activity.<\/p>\n
