The population of the Republic of Moldova (excluding the Transnistrian region) has decreased by 184 thousand<\/strong><\/span> people since the last presidential elections in 2016, as it was mentioned in an analytical note<\/a> published by the \u00a0economic expert Veaceslav Ionita.<\/strong> This reduction is a result of the natural decrease of population, but is also an effect of migration.<\/p>\n

The Moldovan society is composed of different age and ethnical groups, speakers of different languages, followers of different religions, groups with different sexual identity, partakers of different geopolitical visions, etc. That is a norm for a society. What is not normal and acceptable in a society though, is to use all these differences for creating barriers, disparities, conflicts between people – a strategy that is often followed by the political actors from Moldova.<\/p>\n

In fact, when it comes to electing political leaders and the government of the country, everyone, no matter how different voters are, want the same thing: to leave in peace and prosperity on their own land, next to their families, without being forced to emigrate, enduring poverty, deception, discrimination or lack of support when needed the most.<\/p>\n

Moldovan voters grow old<\/h3>\n

Out of the 184 thousand people, over 78%<\/span> are young people aged 18-29. Whereas in 2016 young people numbered 524 thousand and represented 23.6% of the voting population, their number decreased to 381 thousand, representing a share of only 18.4% of the total number of voters in 2020.<\/p>\n

These figures involve a huge change in voter turnover and its structure. The share of young people decreased from 23.6% to 18.4%, and the share of the elderly increased from 23.6% to 27.8%, as Ionita informed.<\/a> That means a different vote weight among different age groups.<\/p>\n

Thus, one of the most representative age group became the one of people over 60 years old. In 2016, their number amounted to 524 thousand and they represented 23.6% of the voting population. Currently, their number has increased to 575 thousand people and they represent 27.8%<\/span> of voters. Considering that this is also the age group with the highest participation in elections on the territory of the Republic of Moldova, chances are that their political options and decisions significantly impact the election results<\/span>.<\/p>\n

An electorate, which is merely formed of elder people could also mean more conservative preferences based on election promises to meet their short-term social needs – increases of pensions or allowances, for example.<\/p>\n

\n

In the first round of presidential elections, 48.54%<\/strong> of voters included on the electoral lists took part in the voting process. The majority of these voters were over 40 years old.<\/p>\n

\n

Moldovan voters are poor<\/h3>\n

According to the National Bureau of Statistics (NBS)<\/strong> data<\/a>, the size of the subsistence minimum was\u00a02031.21 lei<\/strong> (103.55 euro) per month per person in 2019. The absolute poverty line was 1998.4 lei (in 2018). The extreme poverty line was 1611.7 lei.<\/p>\n

The same source stated<\/a> that 23% of Moldovans had an income below the poverty line, and the income of 8.7% of the population was below the extreme poverty line in 2018. The rural population, especially households with 5 or more people faced a higher risk of poverty (2.2 times higher compared to households with one person).<\/p>\n

\n

Almost 43% of Moldovans said their current family income was not enough for their basic needs, according to the last survey<\/a> of the Public Opinion Barometer<\/strong>. 30.2% of respondents mentioned that their salaries are enough for a decent living, but that they cannot afford to buy more expensive goods and only 0.7% said that their monthly income is enough for everything, without any limits.<\/p>\n

\n

Citizens who have a low level of income have also limited access to education and quality services. Consequently, they are not very interested in studying the electoral program of a candidate or listening to his arguments during debates. This category of population is targeted by corrupt politicians to be manipulated, they are given products or a small amount of money in exchange for their vote.<\/p>\n

Moldovan voters emigrate<\/h3>\n

Right after the announcement of the first round of presidential elections’ results, President Igor Dodon declared<\/a>, in a press conference, that the Moldovan diaspora is “a parallel electorate”<\/em>.<\/p>\n

“We all noticed that diaspora was very active in these elections and we can say that it really represents a parallel electorate of the Republic of Moldova. This electorate has its own vision and its own political preferences. The most part these preferences of diaspora differ and are in dissonance with the preferences of the majority population living and working in Moldova.”<\/p><\/blockquote>\n

\n

As per the announcement<\/a> of the Central Electoral Commission (CEC)<\/strong>, 149 840 voters<\/strong><\/span> from diaspora participated in the presidential elections. The record level of the diaspora turnout could be also explained by the fact that the number of voters abroad has increased<\/a> by 170 thousand people – from 650 thousand in 2016 to 820 thousand in 2020.<\/p>\n

The profile of a Moldovan citizen living in diaspora is a bit different from that who lives in the country, that is true. The CEC figures showed that young people aged 18-40 had the highest share when it comes to the vote turnout abroad – 66.01%. That’s is the biggest difference when comparing the population of diaspora to the rest of country. Other than that, people living abroad are also interested in the prosperity of the Moldovan society and its good governance.<\/p>\n

Igor Dodon, being upset with the Moldovan diaspora because there he gained extremely few votes, once again tried to divide it, to differentiate it, to show that it is the minority and it would not be representative at all. Basically, he said that the vote of almost 150 thousand people is not important, just because they don’t live in Moldova and don’t experience the same things as the residents of the country. The Moldovan diaspora may penalize him for these words in the second round of elections with an even higher turnout.<\/p>\n

Moldovan voters are disappointed<\/h3>\n

There were too many inefficient governments and too many corrupt politicians since Moldova is independent. There were too many election promises that remained only promises and pre-election measures that were implemented superficially only. In a way, it’s understandable why Moldovans do not trust authorities and politicians, why they do not want to vote. A lot of them are disappointed, others are ignorant or not well-informed. A part of Moldovan citizens were never educated, neither at home nor at school, that their vote is also their responsibility, not just their right. Basically, these are the main reasons of the low voter turnout at the presidential elections in 2020.<\/p>\n

\n

39% of Moldovan citizens said they do not trust any politician from the Republic of Moldova, according to the latest POB survey<\/a>.<\/p>\n

\n

All these aspects related to the Moldovan electorate can be fixed. Still, it will take much more than one month or one year for most of the Moldovan voters to become more responsible, informed and active citizens of their country.<\/p>\n
