Citizens of the Republic of Moldova who are residents of Transnistria will able to freely exit the Transnistrian region on November 1<\/span> (between 7 a.m. and 8 p.m.), so that they could arrive at the Moldovan polling stations for voting. However, those who won’t return before 10 p.m. and won’t be able to present the voting stamp in their passports, as proof of their participation in elections, will be expected to self-isolate at home for 2 weeks, announced<\/a> the press service of the so-called president of Transnistria.<\/p>\n

On October 20, the Central Electoral Commission (CEC)<\/strong> decided<\/a> to ban the organised transportation of voters to the polling stations on the presidential election day<\/span>. In order to avoid the transportation of voters to the polling station by electoral contestants or other third parties, only private vehicles that have a capacity of 8 persons or less and road transport on regular routes will be allowed to circulate on the Moldovan roads on the election day. According to the CEC decision, the organization by an electoral candidate (or by other persons in the interest of an electoral candidate) of voters’ transportation to the polling station, especially to get them to vote for one specific candidate, is strictly prohibited. The use of road transport on regular routes as taxi services or the use of coaches to transport voters is also not allowed.<\/p>\n

The decision was issued in the context of previous elections, when voters, especially those from the Transnistrian region, were transported in an organised way to the polling stations. Such cases were reported at the parliamentary elections in 2019 and at the presidential elections in 2016.<\/p>\n

Still, some residents of Transnistria claimed<\/a> for TV8<\/strong> that efforts are made by the Transnistrian authorities to persuade people to vote for a certain candidate<\/strong><\/span>. People are offered money, fuel or services in exchange for their vote. They are promised to be paid if they arrive to a polling station with their own car, but bring other voters with them as well. According to the anonymous declarations of Transnistrian residents, lists of such voters are made in advance.<\/p>\n

At the same time, at least two cases of bribing the voters have been reported<\/a> by the Promo-LEX Observation Mission<\/strong>. Both cases involved the candidate Igor Dodon<\/strong>: “promises to co-fund the repair of the kindergarten immediately after the end of the electoral meeting and dissemination of advertising materials together with humanitarian aid.”<\/em><\/p>\n

Ziarul de Garda<\/strong> published<\/a> a series of phone conversation with the employees of Moldsilva (Moldova’s central administrative authority in forestry) who were supposed to fill in lists of people who would vote for Igor Dodon<\/span>. First, they confirmed it, while thinking they were talking to their bosses, but denied it afterwards when told they actually talked to a ZdG reporter.<\/p>\n

The administration of Moldsilva denied this information, as well as the spokesperson of Igor Dodon’s electoral staff who claimed that the electoral staff has nothing to do with these “alleged activities and insinuations.”<\/em><\/p>\n
