On October 22, another meeting of the Joint Control Commission (JCC) didn’t take place. The meeting agenda should have included the discussion of imperative problems that persist in Transnistria’s Security Zone:\u00a0 illegal border checkpoints, restricting free movement and kidnapping acts undertaken by the force structures subordinated to Tiraspol. Such actions “represent an open defiance of the peacekeeping operation, and the Commission is obliged to take action and eliminate these illegalities,”<\/em> is mentioned<\/a> in a press release of the Bureau for Reintegration Policies of Moldova.<\/strong><\/p>\n

“The representatives of Tiraspol showed an aggressive, provocative and totally unreasonable position, claiming that such events, even if they happen in the Security Zone, would not fall under the competence of the Commission and refused to approve the agenda.”<\/p><\/blockquote>\n

As a result, the meeting has not been opened for the third consecutive week and was repeatedly postponed until October 29. According to the delegation of the Republic of Moldova, that seriously affects the proper functioning of the peacekeeping mechanisms established by the Agreement of July 21, 1992 regarding the principles of peaceful settlement of the armed conflict in the Transnistrian region<\/span> of the Republic of Moldova.<\/p>\n

At the beginning of this month, a common meeting with the OSCE Permanent Council<\/strong> was held, where the issues of illegal checkpoints in the Security Zone, restricting free movement and violating human rights were discussed. The representatives of the Delegation of the Republic of Moldova highlighted that Tiraspol authorities “speculate the Covid-19 pandemic situation for political and self-isolation purposes by installing a series of illegal checkpoints.”<\/em> The officials declared that the control infrastructure and traffic restrictions “erode the Security Zone regime, compromise the existing peacekeeping mechanism and are a factor of tension and destabilization of the situation in the region,”<\/em> according to a note<\/a> issued by the Ministry of Internal Affairs and European Integration of the Republic of Moldova<\/strong>.<\/p>\n

Moreover, the participating member states were informed about the worsening human rights situation in Transnistria, namely the recent cases of abusive detentions, arrests and intimidation on the grounds of expressing civic opinion. Mediators and observers in the “5 + 2” format were called to intervene in elucidating and solving the cases.<\/p>\n

In this regard, the Permanent Delegations of the European Union, the United States, the United Kingdom, Ukraine, Georgia and Turkey expressed concern over the worsening human rights situation in the Transnistrian region, the establishment of illegal checkpoints and the restriction of free movement in the region. The international officials called on the OSCE Mission to Moldova to intensify monitoring of the situation in the Security Zone and in Transnistria generally.<\/p>\n

Another important topic that was supposed to be discussed during the JCC meeting was ensuring the rightful exercise of voting for Moldovan citizens settled on the left bank of the Dniester.<\/span> Requests regarding free circulation of voters on November 1, establishment of polling stations and use of mobile ballot boxes were made by the Moldovan authorities. However, the unpredictable behaviour of Tiraspol authorities still must be considered, as Deputy Prime Minister for Reintegration, Cristina Lesnic<\/strong>, stated.<\/p>\n

On November 1, Transnistrian residents will be able to leave the region in order to vote in the presidential elections of the Republic of Moldova, as per the decision taken by the Transnistrian Commission for the Management of the COVID-19 Pandemic<\/a>.<\/p>\n
