In a recent interview<\/a> for ZdG, Head of the EU Delegation to the Republic of Moldova, Peter Michalko<\/strong>, spoke on several critical topics for Moldova nowadays, including the upcoming elections, the Transnistrian conflict, effects of the pandemic crisis and a functioning Moldovan judiciary as a crucial precondition for joining the EU.<\/p>\n

Peter Michalko stated in the given interview that the EU closely monitors the election campaign in Moldova, as well as it will keep an eye on the voting process on November 1 and the events happening after elections. “We are concerned about preventing the negative phenomena of the past, which were highlighted in previous elections, including buying votes, using administrative tools, transporting voters. These are phenomena that harm the choice of citizens,”<\/em> Peter Michalko said.<\/p>\n

According to the EU official, for international partners, including the EU, it is really important that elections in Moldova would be held in strict accordance with international electoral standards.<\/span> It is even more important for citizens of the country to have “free, fair, transparent and credible elections.”<\/em><\/p>\n

The representative of the EU Delegation to Moldova talked about the recommendations of adjusting the Electoral Code previously coming from the Constitutional Court of the Republic of Moldova, from international institutions, such as the OSCE\/ODIHR, or from the Venice Commission. These recommendations were not implemented, even though Moldovan authorities have had enough time for that.<\/p>\n

“There was no political will. It is a pity that the legislation does not correspond to the desired level. If we talk about the recommendations made after the 2016 presidential election, when will they be approved and implemented? Do voters have to wait another 4 years?”<\/p><\/blockquote>\n

Peter Michalko claimed that all recommendations could have been approved in August already<\/span>, in order to ensure a proper election process. “It is not the first time that, before the elections, we have learned that these amendments and legislative improvements have not been adopted and there is no time for their adoption anymore,”<\/em> said Michalko. The EU official also highlighted that the EU institutions are aware of the irregularity warnings during the pre-registration process, as well as other violations in the 2020 election campaign.<\/p>\n

Moreover, the head of the EU Delegation also referred to the Transnistrian conflict, which has been amplified lately. Especially, he expressed his concern regarding the cases of human rights violation when live, health and freedom of the citizens of the Republic of Moldova was endangered. “Cases where people are abducted, deprived of their liberty are a great source of concern and an attack on the stability of the situation. Citizens must trust state institutions and know that they are protected. In such cases, there are mechanisms that do not work properly,”<\/em> said the official.<\/p>\n

When asked about the way Moldova fulfils the provisions of the Association Agreement, Peter Michalko claimed that a functioning justice must be a top priority for the Moldovan judiciary, so that Moldova could enjoy the full potential of the Free Trade Agreement.<\/span><\/p>\n

“The image of the judiciary in the Republic of Moldova is unpleasant in the eyes of citizens, but also in the eyes of the international partners. This image is related to the level of systemic corruption, the state captivity and the act of justice so far.”<\/p><\/blockquote>\n

The image of judiciary is an important factor influencing current and future domestic or foreign investments, as businesses want their rights to be protected first of all, according to the EU official.<\/p>\n

Generally, Head of the EU Delegation to the Republic of Moldova, Peter Michalko, stated that “the desire for joining the EU is expressed through the correct, rapid and full attainment of the provisions of the Association Agreement.”<\/em> More support will be provided, once reforms and changes are made. What’s more, this process depends on the political will in Moldova, on the way authorities take decisions, make efforts and meet the requirements, as Peter Michalko stated in the interview<\/a>.<\/p>\n
