On August 25, the pre-election period has started in the Republic of Moldova, as being announced<\/a> by the Central Electoral Commission (CEC)<\/strong>. From that date onwards, 90 days are to be counted until the confirmation and validation of the presidential\u00a0 election results by the Constitutional Court, according to the legal provisions.\u00a0The elections of the President of the Republic of Moldova were scheduled for November 1, 2020.<\/p>\n

During the pre-election period, initiative groups and candidates can be officially registered, polling stations are set up, voters’ lists can be updated, voters are informed regarding the election procedure and election supervisors are trained, etc.<\/p>\n

Even though the election campaign hasn’t started yet, as it begins only when the official list of candidates is published, campaigning\u00a0activities seem to be initiated\u00a0long before the official terms.<\/p>\n

Electoral fraud and violations began to be reported<\/h3>\n

“The current pre-election period is characterised by an evident impact of the pandemic on the efficiency of the governmental policies and such socio-political trends as frequent change of political affiliation, especially within parliamentary parties, and return of geopolitical issues to electoral agenda appeared,”<\/em> is stated in the first report<\/a> of the Promo-LEX Association\u00a0Observation\u00a0Mission (OM)<\/strong> on the 2020 presidential elections. The report refers to the situation from May 21 to August 25.<\/p>\n

In this regard, the Observation Mission underlined several phenomena that manifested in the past pre-election periods and seem to repeat during the current one as well. The association warned about the fact that the number of voters on the election lists increases, despite the negative rate of natural increase of population<\/span> (RNI) that was recorded in the last years. “The increase in the total number of voters is mainly due to the growth of the number of voters with no residence and voters registered in the Transnistrian region,”<\/em> is mentioned in the report.<\/p>\n

According to a recent press release of the CEC, the State Register includes a number of 3 285 874 voters<\/strong>, out of which 15% are represented by voters from the Transnistrian region and people with no residence, including those who have officially emigrated abroad.<\/p>\n

\n

Promo-LEX monitors stated that<\/a>\u00a0some parties nominated their candidates before the official terms<\/span>, while others\u00a0took credit for activities carried out at public expense<\/span>. The association also warned the CEC regarding the lack of explicit regulations when pre-registering as a voter, as this year procedure “requires a more nuanced and systematic approach”,<\/em>\u00a0given the pandemic conditions.<\/p>\n

Additionally, the necessity to adjust the normative framework for election campaign funding was mentioned, especially when it comes to including the initiative groups as subjects to sanctions, as well as taking into account\u00a0the guidelines of the Venice Commission when aligning sanctions described in the Contravention Code with those of the Criminal Code.<\/p>\n

Another phenomenon described in the Promo-LEX OM report is that hate speech becomes increasingly popular in the electoral context<\/span>.<\/p>\n

“Currently, there is no relevant legal framework or mechanisms to combat this phenomenon, and the authorities do not have a response to hate speech.”<\/p><\/blockquote>\n

The results of previous monitoring<\/a> of the Promo-LEX Association showed that, on average, 54% of the 835 recorded cases of hate speech and incitement to discrimination took place in a political context, and 190 cases occurred in the context of electoral campaigns of 2019.<\/p>\n

Old electoral tricks still work<\/h3>\n

Geopolitical issues and country’s dependence on major regional forces have always been exploited before elections in Moldova.<\/p>\n

After one of his multiple visits to Russia, President of Moldova, Igor Dodon<\/strong>,\u00a0declared that Russia is ready to renew negotiations regarding the 200 million euro loan. The agreement between Russia and Moldova was declared unconstitutional by the Constitutional Court of the Republic of Moldova (CC) in May 2020.\u00a0 Also, Dodon claimed that farmers would receive and aid of 40-50 thousand tons of diesel from the Russian government.\u00a0Would it be electoral promises or speculations with the donated goods? There is still time to see.<\/p>\n

“Almost 17 years after the failure of the Kozak plan [a\u00a0proposal promoted by Dmitry Kozak for a united\u00a0asymmetric\u00a0federal Moldavian state], Russia has a chance to return. The autumn presidential elections are high stakes now. The victory of the current president would ensure them another 3 years of PSRM-DPM rule, during which there is time to prepare the ground for the next parliamentary term (2023-2027). In this regard, the Russian credit, but also humanitarian aid represent the Russian ‘Trojan horse’,”<\/em> said<\/a> the former MP\u00a0Iurie Tap<\/strong>.<\/p>\n

About a month and a half ago, Igor Dodon made a statement regarding opening polling stations abroad, saying that the coronavirus pandemic could be a major impediment, as “many countries will not allow the opening of polling stations”<\/em>. In reality, that is more of an excuse\u00a0to justify the opening of a small number of polling stations abroad.<\/span> “Igor Dodon understands that in case fewer people vote abroad, he will have a better chance of winning,”<\/em>\u00a0the WatchDog.MD expert, Valeriu Pasa<\/strong>,\u00a0said<\/a>.<\/p>\n

“No state can prohibit the conduct of elections inside embassies and consulates on its territory. There may be some restrictions, prohibitions or limitations on the additional polling stations. At least at the diplomatic missions, the voting process must be implemented,” stated<\/a> Pavel Postica<\/strong>, director of the Promo-LEX Association.<\/p><\/blockquote>\n

Same candidates – same results?<\/h3>\n

The survey<\/a> conducted by the Association of Sociologists and Demographers<\/strong> of the Republic of Moldova displayed that the current president Igor Dodon and his main rival – Maia Sandu – would have to compete for the presidential term, just as 4 years ago.\u00a0 Igor Dodon would get the most votes (43.3%), whereas the Party of Action and Solidarity leader, Maia Sandu, would still be on the second place (26,9% of respondents who were decided whom to vote for).<\/p>\n

The survey was conducted between 5- 20 August on a sample of 1191 respondents from 83 localities, excluding the Transnistrian region. Speaking of Transnistria, the votes coming from the region turned out to be decisive in\u00a0the 2016 presidential elections, as most of residents voted for the socialist candidate who became later the president of the Republic of Moldova. At the same time, numerous violations, including mass transportation of voters to Moldovan polling stations and falsification of voter lists<\/span>, have been reported back then.<\/p>\n

Therefore, clear signs regarding possible electoral fraud, violations, manipulation are already sent to the society. People already know it can happen just as previously. A lot of them are sure they can’t do anything about it. But is that so?<\/p>\n
