On August 11, the General Prosecutor’s Office (GPO) announced in a statement<\/a> that the court authorised the asset seizure worth 1.9 billion lei<\/strong> applied to Victoriabank<\/strong> – a commercial bank that was previously listed in the case concerning the billion dollar bank fraud.<\/p>\n

“By applying the asset seizure with a possible confiscation for the benefit of the state, the prosecutors pursue the purpose of repairing the damage caused by committing money laundering and abuse of authority offences in the interest of an organized criminal group,”<\/em>\u00a0the statement said.<\/p>\n

The GPO stipulated that the measure referred to 54 cars, 24 real estate properties and 4 special vehicles – worth 58 million lei, as well as 114 state securities of the total amount of 1.85 billion lei.<\/p>\n

“The institution remains open to cooperation with all involved parties, in order to reveal all the circumstances of bank fraud, so that no innocent person is held criminally liable, and the culprit – bear the consequences of criminal liability in accordance with the acts committed.”<\/p><\/blockquote>\n

On the other hand,\u00a0Victoriabank representatives declared<\/a> they were surprised that the asset seizure was applied without any prior notification and that the entity was held accountable six years after the bank fraud scandal. “In our opinion, Victoriabank, in its current form and after the transformation started in 2018, has nothing to do with the case investigated by the authorities<\/span>. To demonstrate this, Victoriabank is working with the authorities and awaits the next steps in the process. International shareholders, Banca Transilvania and the European Bank for Reconstruction and Development, as well as local stakeholders, including the founders of Victoriabank, are unpleasantly surprised. […] BT and EBRD will resort to all legal means to protect Victoriabank,”<\/em> it is said in the bank statement.<\/p>\n

As a consequence of the GPO announcement, the IMF mission chief for Moldova, Ruben Atoyan, stated<\/a> that the institution took note of\u00a0the Anticorruption Prosecutor’s indictment against Victoriabank and the recent court authorisation to seize its assets in connection with the 2014 bank fraud investigation.<\/p>\n

“It is critical to achieve real progress in recovering assets stolen within the 2014 bank fraud through an independent and comprehensive investigation and prosecution.”<\/p>\n<\/blockquote>\n

The IMF representative mentioned that several important reforms have been taken to clean up and modernise Moldova\u2019s banking sector<\/span>, including Victoriabank’s strategic partnership with Banca Transilvania and EBRD. “The IMF will be closely monitoring developments in this area, particularly with regards to potential implications for a new fund-supported program, which will focus on strengthening the rule of law in the Republic of Moldova,”<\/em>\u00a0it is also mentioned in the statement.<\/p>\n
