“COVID-19 has exacerbated existing global and national inequalities and has created new disparities that are hitting the most vulnerable people the hardest,”<\/em> said the UNDP report<\/a> Temporary Basic Income: Protecting Poor and Vulnerable People in Developing Countries.\u00a0<\/strong><\/em><\/p>\n

UNDP predicted that global human development is on course to decline this year, taking into consideration that up to 100 million more people are pushed into extreme poverty in 2020, 1.4 billion children are affected by school closures, and there is a record-level of unemployment and loss of livelihoods.<\/p>\n

The report estimated that it would cost from $199 billion<\/strong> per month to provide a time-bound, guaranteed basic income to the 2.7 billion people living below or just above the poverty line in 132 developing countries, highlighting that such a measure is urgently needed with the pandemic spreading at a rate of more than 1.5 million new cases per week. Especially, low-waged people from developing countries who make a living through informal markets, as well as\u00a0women, young people, refugees, migrants and people with disabilities are affected. Providing a temporary basic income is just a temporary solution though,\u00a0protecting jobs, expanding support to micro, small and medium enterprises, and using digital solutions to identify and access people who are excluded, are all long-term measures.<\/p>\n

The National Bureau of Statistics(NBS)\u00a0data<\/a> informed that, the size of the subsistence minimum was 2031.21 lei<\/strong> (103.55 euro) on average per month per person in 2019. At the same time, the\u00a0absolute poverty line was established at the level of 1998.4 lei (2018), as well as the extreme poverty line was 1611.7 lei. According to the NBS data, 23%<\/span> of Moldovans have an income below the poverty line, and the income of 8.7%<\/span> of the population is below the extreme poverty line.<\/p>\n

The rural population is at higher risk of poverty than those in urban areas. The poverty rate in villages was 31.6% in 2018, while it represented 10.6% in cities.\u00a0Households with five or more people face a higher risk of poverty (39.6%), or 2.2 times higher compared to households with one person (18.2 %).<\/p>\n

Even though the poverty rate slightly decreased as compared to the previous years, there is still almost a quarter of Moldova’s population that faces a higher risk of COVID-19 contagion due to their low level of income.<\/p>\n
