May 3 was declared World Press Freedom Day<\/b><\/sup><\/sup>\u00a0by the United Nations General Assembly\u00a0 in order to raise awareness regarding the freedom of press and call on governments to respect the right to media’s freedom of expression.<\/p>\n

Today, several media representatives and members of the Moldovan civil society launched an online petition<\/a> regarding the issue of limiting journalists’ access to information of public interest under the guise of state of emergency in the country. The petitioners addressed their message to Speaker of the Parliament of Moldova, Zinaida Greceanii<\/strong> and\u00a0Prime Minister Ion Chicu<\/strong>.<\/p>\n

“<\/span>Restricting access to information of public interest is a major problem for journalists in the Republic of Moldova. Over the last few years, access to data held by the authorities has been restricted to journalists under various pretexts – protection of personal data; state and trade secrets; declaring the requests for information as petitions; forcing journalists to request information by official letters instead of email or phone calls, etc. Current restrictive administrative practices are generated by the existing legal framework, which contains shortcomings restricting the access of the media and of citizens to information,”<\/span>\u00a0<\/em>is mentioned in the petition text.<\/p>\n

The Independent Journalism Centre (IJC) specified that, over the past three years, continuous efforts to improve the legal framework, including the Law on Access to Information<\/strong> were made.<\/p>\n

“In the context of the state of emergency declared due to the COVID-19 pandemic, we express our concern that public authorities, under the guise of the exceptional situation, admit serious violations and limitations of the right of access to information. […] In the difficult situation in which our society finds itself, we need, more than ever, correct and prompt information provided to the public.”<\/em><\/span> According to the petitioners, the lack of information can create panic among the population and increase distrust in public authorities.<\/span><\/p>\n

Therefore, repealing\u00a0the legal provisions, established during the state of emergency, which limit the access to information of public interest, improving\u00a0the legal framework for access to information and sanctioning abusive administrative practices were requested in the petition directed to the Parliament and the Government.<\/p>\n

The Republic of Moldova holds\u00a091st position<\/strong>\u00a0in\u00a0the\u00a02020 World Press Freedom Index<\/a>\u00a0published by\u00a0Reporters Without Borders<\/strong>, being preceded by Peru (90th position) and followed by North Macedonia (92nd position). As compared to previous years, Moldova\u2019s position was the same as in the 2019 ranking, while as compared to 2018 and 2017, the situation regarding the freedom of information has worsened, as it previously occupied 81st and 80th positions respectively.<\/p>\n

“Moldova\u2019s media are diverse but extremely polarised<\/strong>, like the country itself, which is characterise by chronic political instability<\/strong> and the excessive influence<\/strong> of its oligarchs. The editorial line of the leading media outlets correlates closely with the political and business interests of their owners, a problem that is particularly striking during election campaigns. The media empire built by former billionaire and Democratic Party boss Vladimir Plahotniuc has lost its influence but has been quickly replaced by a media group affiliated to the Democratic Party\u2019s rival, the pro-Russian Party of Socialists. Ownership concentration<\/strong> and the lack of editorial independence and quality journalism are therefore major challenges for Moldova\u2019s media. As media outlets battle with each other in a climate exacerbated by political polarisation, the broadcasting regulatory authority\u2019s lack of independence continues to be a source of concern,”<\/em><\/span> is stated in the 2020 edition of the Index regarding the media situation<\/a> in Moldova.<\/p>\n

All in all,\u00a0the report showed that the coming decade will be decisive for the future of journalism, as the COVID-19 pandemic highlighted and amplified many crises that threaten the right to freely reported, independent, diverse and reliable information, as it is declared in the publication<\/a>.<\/p>\n
