Comprehensive reforms have rehabilitated the banking system and strengthened financial sector governance, entrenching macro-financial stability.<\/li>\n<li><span style=\"color: #993300\">Prudent and well-coordinated policies<\/span> are needed to safeguard the progress achieved.<\/li>\n<li><span style=\"color: #993300\">Decisive governance and institutional reforms<\/span> are necessary for faster, sustainable, and inclusive growth.<\/li>\n<\/ul>\n<p><em>&#8220;The Moldovan authorities have successfully completed the three-year Fund-supported arrangements despite a challenging political landscape. A key objective achieved was the rehabilitation of the banking sector, which\u2014alongside other reforms\u2014helped entrench macroeconomic and financial stability.\u00a0 However, <strong>growth remains insufficient to significantly boost living standards of the Moldovan people,<\/strong>&#8220;<\/em> stated\u00a0Mitsuhiro Furusawa, Deputy Managing Director and Acting Chair after the meeting of the Executive Board.<\/p>\n<p>The IMF official highlighted that significant progress has been achieved in reforming the banking sector, by securing bank shareholder transparency via fitness and probity of bank owners, improved supervisory and regulatory frameworks, unwinding bank related-party exposures, and strengthening financial safety nets. <em>&#8220;Moving ahead, addressing risks in the non-bank financial sector, improving the AML\/CFT [ Anti-Money Laundering\/Combating the Financing of Terrorism] framework, and making decisive progress on asset recovery will be critical to safeguard macro-financial stability,&#8221;<\/em>\u00a0Furusawa said.<\/p>\n<p>At the same time, the IMF Executive Board assessed the National Bank of Moldova\u2019s (NBM) inflation-targeting regime as appropriate. Still, the statement claimed that\u00a0<em>&#8220;additional efforts to strengthen the NBM\u2019s operational framework and capacity will further enhance its policy credibility in the context of a flexible exchange rate regime.&#8221;\u00a0<\/em><\/p>\n<p>The 2020 budget policy is also considered as appropriate by the IMF, considering the significant infrastructure and developmental needs in Moldova. In this context, the Moldovan authorities were advised to continuously engage with external partners, that being vital to secure needed financing for urgent projects.<\/p>\n<p>Priority reforms are needed, including in the areas of revenue mobilisation, streamlining tax expenditures, and increasing the efficiency of public spending and investment management, especially when it comes to state-owned enterprises, as the IMF officials stated.<\/p>\n<p>All in all, <em>&#8220;it is imperative that the authorities continue to pursue a prudent and well-coordinated policy mix, including structural reforms aimed at further strengthening the<span style=\"color: #000080\"> financial sector<\/span>, a growth-friendly <span style=\"color: #000080\">fiscal policy<\/span> to increase infrastructure spending and support priority <span style=\"color: #000080\">social expenditure<\/span> while maintaining fiscal sustainability, and strengthening Moldova\u2019s governance framework and institutions,&#8221;<\/em> the IMF Executive Board recommended.<\/p>\n<p>Moldova\u2019s three-year IMF program was approved on November 7, 2016, being supported by a loan of 129.4 million\u00a0special drawing rights (SDR), which is 75% of the Republic of Moldova\u2019s quota. Two thirds of the loan were provided under the Extended Credit Facility, which carried a zero interest rate through 2018, a grace period of 5\u00bd years, and a 10-year maturity.
