UNDP study of inequalities in urban and rural Moldova"},"content":{"rendered":"<span class=\"span-reading-time rt-reading-time\" style=\"display: block;\"><span class=\"rt-label rt-prefix\">Reading Time: <\/span> <span class=\"rt-time\"> 4<\/span> <span class=\"rt-label rt-postfix\">minutes<\/span><\/span><p>Many people in Moldova are still guided by an old way of thinking and traditionalism, while almost every fourth inhabitant the capital city does not have enough money to cover their minimum needs.<\/p>\n<p>These are just some of the findings about people and their standard of living inequalities that were highlighted in a recent <a href=\"\/Drive\/articole\/2020%2520Moldova%2520Ineqialities%2520Policy%2520Paper%2520final.pdf\">study<\/a> of UNDP Moldova called <strong><em>&#8220;Inequalities in urban and rural Moldova: Beyond incomes and averages, looking into the future of inequalities.&#8221;<\/em><\/strong><\/p>\n<p>The study used both quantitative (NBS statistics, as well as mobility and electricity consumption data provided by private entities) and qualitative analyses \u00a0(micro-narratives from around 1000 respondents).<\/p>\n<h3>Highlights<\/h3>\n<p>According to the study,\u00a0<span style=\"color: #993300\"><strong>people attach little importance to their future<\/strong><\/span>. After the discussions with the respondents, the following trends were observed in the study:<\/p>\n<ul>\n<li>Many people perceive the current conditions as difficult because their basic needs are not being met. In such circumstances, the future seems uncertain and people do not feel comfortable while taking decisions in an uncertain situation.<\/li>\n<li>Therefore, many people have a short-term vision. Only 5% of respondents were concerned about the society they live in.<\/p>\n<p>In these conditions, the authors of the study asked themselves: <em>is there a problem of personal identity or are people rather self-centred, lacking the capacity to get involved in society?<\/em><\/p>\n<p>It was concluded that there is a need to educate people about self-awareness, self-identity and community identity. For the wealthiest group, the cost of goods and foodstuffs accounts for around 35% of total consumption expenditures. <strong><span style=\"color: #993300\">For the poorest 25% of the population the cost of foodstuffs accounts for more than 50% of total<\/span> <span style=\"color: #993300\">expenditures<\/span><\/strong>, while the cost of commodities accounts for more than 20%.\u00a0Therefore, experts say that rising costs of services and goods have a negative impact on the poorest citizens, first of all.<\/p>\n<p>The high cost of goods in the urban area can lead to the fact that people have to give up some crucial things, such as education, medical care, transport or recreational activities.<\/p>\n<h3>Recommendations<\/h3>\n<p>Specialists&#8217; policy recommendations for the authorities in order to reduce income inequality include, for example, supporting employers who offer jobs to people in vulnerable groups, including women, ethnic minorities, young workers, migrants\/returning migrants, persons with disabilities, residents of mono-towns, as well as setting up day centres or social canteens for the aged persons.<\/p>\n<p>Some other policy recommendations were as following:<\/p>\n<ul>\n<li>Incorporate the objective of reducing inequalities into the existing policy and policy implementation frameworks in the areas of social protection, inclusion, non-discrimination, business development, health, education, mobility, etc.<\/li>\n<li>Ensure the principle of equity and equality for all in strategies and programmes related to the promotion of lifelong learning and access to education without any discrimination. Develop policies to foster increased access to vocational education programmes and re-qualification, and the validation of previous studies, particularly for socially vulnerable groups.<\/li>\n<li>Enabling environment for the development of small and medium enterprises, as well as the creation of well-remunerated jobs, which can provide opportunities to the population to obtain the incomes that are necessary to live.<\/li>\n<li>Developing and implementing a new generation of policies to increase companies\u2019 competitiveness by encouraging a spirit of innovation, the use of efficient energy technologies, and the use of modern ICTs, and to increase export production competitiveness, are pre-requisites for growth in the number of jobs and in remuneration.<\/li>\n<li>Increasing citizens\u2019 confidence in the system of combating corruption through non-selective and efficient actions would diminish the practice of making informal payments to receive public services in different areas, including<br \/>\nin education and health.<\/li>\n<li>Young families, especially with members employed within state institutions, should benefit from support to ensure they obtain a dwelling space \u2013 for instance, by providing social dwellings they can occupy during their activity, providing a bonus to assist in paying the rent, or identifying an attractive and functional<br \/>\nmechanism for procuring a dwelling.<\/li>\n<li>Improvement of the infrastructure quality in the capital city is also important for most of the population, especially those with a lower-than-average standard of living. Available options for urban development include the re-positioning of public transportation stations, the modernization of itineraries and the design and implementation of modern urban infrastructure conducive to the use of public transportation.<\/li>\n<\/ul>\n<p>Republic of Moldova has lost 10.4% of its human development due to inequalities and, currently,\u00a0ranks 107 out of 189 countries and territories as per the Human Development Index (HDI) presented in the UNDP\u2019s Human Development <a href=\"http:\/\/www.hdr.undp.org\/\">Report<\/a>. Most inequalities in Moldova are derived from the inequalities in income (14%), inequality in life expectancy at birth (9.6%) and inequality in education (7.3%).<\/p>\n<p>This text is a translation.
