In a few days, the parliamentary election will take place in the Republic of Moldova. The results of the future election depend, to some extent, on the degree of the candidates\u2019 involvement in the electoral campaigning and on the outlandish promises wherewith they want to convince the voters. The Moldovan politicians that participate in the election consider these days decisive, that is why they visit every locality and swear up and down.<\/p>\n

In reality, this is a crucial period for the Moldovan citizens that need to collect as much information as possible about the electoral candidates they are going to choose. In this regard, the platform for monitoring the election promises \u2013 deFacto\u00a0<\/a>was re-launched. It was opened in 2016 for the presidential elections and had a break for 2 years. At present, it displays the list of candidates from the single-seat constituencies, as well as the electoral promises made by them, which were confronted to the problems identified by voters on the local and national level.<\/p>\n

Starting December 2018, the team behind the project documented the process of registering the candidates running for member of parliament in 46 single-seat constituencies (except for the Transnistrian and diaspora consistencies), collected personal data about the favourite candidates and their electoral promises.<\/p>\n

For each constituency a list of favourite candidates was drawn up based on an extensive analysis, in which factors such as the results of the 2015 local election and the 2014 parliamentary election, the most recent polls and the opinions of the local experts were considered.<\/p>\n

A survey was conducted by a cooperation of several organisations from Moldova. 5000 respondents from all 46 single-seat constituencies were questioned<\/a>. The results highlighted the following problems that are perceived as the most stringent issues on the national level: lack of the well-paid jobs (27.45%), corruption (25.66%), poverty (18.42%) and poor governance (14.48%).<\/p>\n

The most critical local problems indicated by the Moldovan voters are low roads\u2019 quality \u2013 38.51% of the respondents, lack of well-paid jobs \u2013 23.33%, and dirtiness \u2013 11.57%. Additionally, 5.78% of the Moldovan citizens are bothered by the lack of sewer systems (5.78), public transportation issues (4.41%) and lack of street lighting (2.91%).<\/p>\n

Besides, when asked about what are the main characteristics of a candidate that deserves to win the elections, the majority of people from Moldova mentioned honesty (49.21%), followed by high commitment (16.61%), competency (7.67%) and a caring attitude (7.01%).<\/p>\n

Thus, any voter can access the deFacto website, search for the single-seat constituency he is supposed to vote in and check out the candidates, their electoral promises, and the main problems identified by the survey.<\/strong> Moreover, the platform also takes the responsibility of monitoring the degree to which the made promises were kept after the elections by the winning candidates, and informing the public regarding this matter.<\/p>\n

It seems that the people\u2019s expectations can\u2019t be so easily met. Still, the behaviour of the Moldovan politicians that run for a place in the Parliament prove that they are ready to do anything in order to win the elections. The best example is Sergiu S\u00e2rbu<\/a> \u2013 the member of the DPM who rides horses, drives tractors, cuts logs and feeds cows during the electoral campaigning, only to get observed and to obtain votes for him and his party.<\/p>\n

Some of them are able to promise the earth and exaggerate when talking about their last years\u2019 successes. That is why, people need such platforms as deFacto.<\/p>\n

Moldova.org has analysed<\/a> the promises made in the electoral period by the parties running on the national constituency. Therefore, the DPM<\/strong>, for example, uses to \u2018blackmail\u2019 the voters by saying that they will pave 10 000 km of road only if they remain in power. The democrats claim that they alone can provide order and development in Moldova, and if the opposition gets to power, “chaos and instability” will be installed in the country.<\/p>\n

The PSRM<\/strong> members promise the return of the USSR \u2018good times\u2019, by reinforcing the soviet educational system, lowering the tariffs for heat, freezing the gas tariffs, and cancelling the celebration of the Europe Day on May 9th<\/sup>.<\/p>\n

The most phantasmagorical promises are made by the representants of the \u201c\u0218or\u201d Party<\/strong> who dream of \u2018shaping\u2019 the entire republic after the Orhei district example and of opening a direct flight from Moldova to the Nord-American continent.<\/p>\n

The most recent surveys<\/a> show that only three political parties will enter in the future Parliament – the Party of Socialists of the Republic of Moldova (PSRM), the Democratic Party of Moldova (DPM) and the Electoral bloc ACUM formed by the Party of Action and Solidarity (PAS) and the Dignity and Truth Platform Party (DTPP).<\/a><\/p>\n
