The European Court of Human Rights (ECtHR) has issued the Annual Report<\/a> for 2018. According to the report’s data, on 31 December 2018, there were registered 1,204 pending applications directed against Moldova. Therefore, Moldova was ranked the 11th<\/sup> out of 47 states. The highest number of pending cases are directed against Russia \u2013 11 745 cases.<\/p>\n

Regarding the number of applications that were already allocated to a judicial formation, Moldova has 814 registered applications. The number of applications to the country\u2019s population ratio is 2.29 (number of applications allocated per 10 000 inhabitants). This indicator is four times higher as compared to the total average number of applications allocated per 10 000 inhabitants that was 0.52 in 2018.<\/p>\n

In 2018, the Court issued 33 judgments against Moldova, out of which 27 judgments revealed at least one violation of the European Convention of Human Rights (ECHR) by the Moldovan state. In six cases, with regard to Moldova, no violation of the Convention was found. The Convention\u2019s article with the highest number of violations in 2018 was the Article 5 concerning the right to liberty and security \u2013 14 judgments issued against Moldova.<\/p>\n

In the period of 1959 \u2013 2018, a total number of 387 judgments were issued by ECtHR against Moldova, out of which 346 judgments found at least one violation. In many cases, the right to a fair trade, the protection of property right or the right to liberty and security were violated.<\/p>\n

The amount of damages that the Moldovan government has had to pay to the applicants in 2018 was about\u00a0234 thousand EUR<\/a>, this amount being twice higher as compared to 2017 when it was about 95 thousand EUR<\/a>[3]<\/a>.<\/a><\/p>\n
