It raised \u201csignificant concerns\u201d about Moldova\u2019s commitment \u201cto democratic principles, the rule of law, and respect for human rights at the core\u201d stated in the EU Association Agreement with Moldova.<\/p>\n<p>The document also communicates that the EU foreign ministers expect that the parliamentary elections scheduled for February 2019 \u201cwill be conducted in line with international standards, respecting democratic principles and ensuring a credible, transparent and inclusive process.\u201d They expressed concerns about the increased number of pressure and intimidation cases.<\/p>\n<p>It called on Moldovan authorities to ensure that the election candidates would have equal access to media and \u00ad\u00ad\u00adwould receive equal opportunities to stand in the elections, including those in single mandate districts. Another point was to organise enough polling stations in the country and abroad during the parliamentary elections.<\/p>\n<p>The conclusions were supposed to be adopted as a consequence of the European Commission decision to recalibrate the financial assistance for the Republic of Moldova in the light of \u201cthe continued deterioration of the rule of law and democracy in the country,\u201d as it is stated in the EU Delegation in the Republic of Moldova <a href=\"https:\/\/eeas.europa.eu\/delegations\/moldova\/54512\/uniunea-european%C4%83-confirm%C4%83-reducerea-sprijinului-financiar-din-cauza-deterior%C4%83rii-statului-de_ro\">press release<\/a>. A support redirection to the projects that have a direct and positive impact on the Moldovan citizens was highlighted in the press release.<\/p>\n<p>The prime-minister of the Republic of Moldova, Pavel Filip, declared that if Romania had not blocked the European Union&#8217;s new critical document and if it hadn\u2019t been adopted by the Foreign Affairs Council, then this could have been interpreted as involvement in the pre-election campaign in Chisinau. \u201cWe are very grateful to our friends from Romania and from the other countries that blocked the adoption of the document,\u201d said Filip for RTR-Moldova. \u00a0Hence, one could observe the interest of the Moldova\u2019s government in ruling without taking into consideration any outside critical position.<\/p>\n<p>On November 14<sup>th<\/sup>, the European Parliament voted on a resolution regarding the implementation of the EU-Moldova Association Agreement. The government from Chisinau was severely <a href=\"https:\/\/adevarul.ro\/moldova\/politica\/parlamentul-european-votat-rezolutie-fata-moldova-eurodeputatii-vorbesc-despre-justitie-selectiva-intimidarea-opozitiei-critica-sistemul-electoral-mixt-1_5beadb98df52022f756e49cc\/index.html\">criticized<\/a> at that moment.
