European Commissioner Johannes Hahn has confirmed that the EU has cut its annual allocation by one-third and suspended macro-financial assistance for Chisinau. According to him, the suspension means that the first installment of macro-financial assistance will not be paid, and the reduction in the annual allocation means that, where about 70 million have been budgeted, the figure will be reduced by one-third for 2017 and 2018.<\/p>\n

In an interview with Radio Free Europe<\/a>\u00a0Hahn declared that this does not mean “something against the citizens”, on the contrary, the programs that are still in force aim to support the interests of citizens by investing, for example, in certain infrastructure measures, waste treatment in programs where there is clearly a benefit for ordinary citizens.<\/p>\n

“But we do not seek, either in Moldova or elsewhere, to support a certain government or to play the games of any political party. What we are looking for is that our analyzes are based on facts and figures. This was assessed and therefore we had to make a decision,” the European Commissioner said.<\/p><\/blockquote>\n

Speaking about where the money would have gone if they were not cut, Johannes Hahn said the measure involves, for example, public administration reforms such as government performance is improving, but the EU keeps a substantial amount of money for activities that are immediately in the interest of citizens.<\/p>\n

Another area where the EU liked to see progress is the energy interconnector between Romania and the Republic of Moldova, which is being built now.<\/p>\n

“Here, for example, the government is crawling behind and does not do what we have agreed upon: the interest of citizens to have a diversification of energy supply and not depend on a single source.”<\/p><\/blockquote>\n

At the same time, Commissioner Hahn said that all these measures “can be overthrown, provided progress is made in areas of importance for the European Union, which means remedying all these deficiencies, especially in the field of the rule of law.”<\/p>\n

In this context, the European official has mentioned fiscal amnesty, which is not acceptable, but also the lack of real progress in bank scandal investigations. The other issue is the decision not to recognize the elections for the Chisinau City Hall with “very dubious arguments”.<\/p>\n
