Sorry about that, the world outside the window was more attractive to the editor that the news in Moldova.<\/p>\n<hr \/>\n<p><strong>Protests of the opposition continue:\u00a0<\/strong>The pro-European extra-Parliamentary opposition parties, united\u00a0under the ACUM Committee, continue their protests in Chi\u0219in\u0103u, asking for the validation of the Chi\u0219in\u0103u mayor election results and the reform of the electoral law for the Parliamentary elections which are expected to take place after 30 November this year, but before February 2019.<\/p>\n<hr \/>\n<p><strong>Protests against the opposition:\u00a0<\/strong>Infamous banker, businessman, and Orhei mayor, Ilan Shor, gathered his supporters this week in front of the office of PAS party. Shor and his fellas condemned the declarations of the Liberal-Democrats and opposition leaders Maia Sandu and Andrei N\u0103stase, who suggested Shor&#8217;s so-called &#8220;social shops&#8221; should be regarded as tools to launder the latter from the image of the &#8220;billion thief&#8221;.<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone size-full wp-image-445743\" src=\"http:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2018\/07\/Capture-161.jpg\" alt=\"\" width=\"1024\" height=\"682\" srcset=\"https:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2018\/07\/Capture-161.jpg 1024w, https:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2018\/07\/Capture-161-300x200.jpg 300w, https:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2018\/07\/Capture-161-768x512.jpg 768w, https:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2018\/07\/Capture-161-400x266.jpg 400w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/p>\n<p>Dionis Cenu\u0219a argues in an <a href=\"http:\/\/www.moldova.org\/dionis-cenusa-despre-protestele-lui-ilan-sor-sunt-lipsite-de-orice-logica-dar-nu-si-de-sens\/\" target=\"_blank\" rel=\"noopener\">opinion piece<\/a> that Shor&#8217;s protest is just an attempt to get public attention ahead of the Parliamentary elections and to hit the opposition leader Maia Sandu who criticized him for being the &#8220;architect of the billion theft&#8221;. His 80 (or so) social shops represent tools to use the poor, aged electorate in his penal and political cases.<\/p>\n<p>Shor went further by threatening Sandu and N\u0103stase with a belt in a Facebook video but also promising &#8220;lustration&#8221; to &#8220;every journalist&#8221; who &#8220;wrote bad things&#8221; about this protests. We can ignore the high price of the belt- Shor was and is known to be rich enough-, but the threatening part is how he promises to use the belt- by slapping Sandu&#8217;s and N\u0103stase&#8217;s buttocks. Funny or not, it is true:<\/p>\n<p><code><iframe style=\"border: none; overflow: hidden;\" src=\"https:\/\/www.facebook.com\/plugins\/video.php?href=https%3A%2F%2Fwww.facebook.com%2Filanshorofficial%2Fvideos%2F2104744206408438%2F&amp;show_text=0&amp;width=560\" width=\"560\" height=\"306\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/code><\/p>\n<p>The media NGOs <a href=\"http:\/\/www.moldova.org\/ong-urile-de-media-isi-exprima-ingrijorarea-privind-afirmatiile-cu-caracter-amenintator-la-adresa-jurnalistilor-ale-lui-ilan-sor\/\" target=\"_blank\" rel=\"noopener\">already condemned Shor&#8217;s threats<\/a>.<\/p>\n<hr \/>\n<p><strong>Liberal Democrats ask the Constitutional Court to step in:\u00a0<\/strong>The Liberal-Democratic caucus in the Moldovan Parliament and one Liberal, MP Lilian Carp, <a href=\"http:\/\/tv8.md\/2018\/07\/20\/video-deputatii-pldm-au-preluat-si-depus-la-cc-proiectul-de-sesizare-privind-alegerile-propus-de-societatea-civila\/\" target=\"_blank\" rel=\"noopener\">asked the Constitutional Court<\/a> to give its opinion on whether courts can issue decisions on electoral frauds when there are no legal provisions on a specific type of frauds, and whether courts can annul election results if they are not asked to.<\/p>\n<p>The complaint comes after Andrei N\u0103stase&#8217;s election as Chi\u0219in\u0103u mayor was canceled based on a complaint of his opponent to consider three Facebook videos in which N\u0103stase calls on the voters to go out and vote for whoever they want as a deviation from the law.<\/p>\n<hr \/>\n<p><strong>EU Foreign Affairs Ministers concerned about the\u00a0situation in Moldova:\u00a0<\/strong>The EU\u2019s Foreign Affairs Council underlined the need to step up reforms in governance, justice, the fight against corruption, economic reform and the business environment in the six Eastern Partnership countries, <a href=\"http:\/\/ipn.md\/en\/politica\/92469\" target=\"_blank\" rel=\"noopener\">reports IPN<\/a>.<\/p>\n<p>The foreign ministers underlined <em>&#8220;the need to step up reforms in areas such as governance, justice, the fight against corruption, economic reform and the business environment&#8221;<\/em>, especially in Moldova.<\/p>\n<hr \/>\n<p>The new IRI survey is out and it reveals interesting trends: Support for EU membership is slightly increasing, Moldovans are unsatisfied with the pace of change in the country, Dodon&#8217;s rating is stagnating (it&#8217;s summer though, the President spends more time for trips than for crises of trust in governmental institutions), Democrats are not doing well in polls.<\/p>\n<p>More details and pictures in our article:<\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"Ve2QPtUSB2\"><p><a href=\"http:\/\/www.moldova.org\/en\/iri-survey-46-moldovans-vote-joining-european-union-36-eurasian-union\/\">IRI Survey: 46% of Moldovans would vote for joining the European Union, 36%- Eurasian Union<\/a><\/p><\/blockquote>\n<p><iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" src=\"http:\/\/www.moldova.org\/en\/iri-survey-46-moldovans-vote-joining-european-union-36-eurasian-union\/embed\/#?secret=Ve2QPtUSB2\" data-secret=\"Ve2QPtUSB2\" width=\"600\" height=\"338\" title=\"&#8220;IRI Survey: 46% of Moldovans would vote for joining the European Union, 36%- Eurasian Union&#8221; &#8212; Moldova.org\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<hr \/>\n<p><strong>One finger thick asphalt:<\/strong><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.mold-street.com\/news_img\/2018\/07\/21\/news5_big.jpg\" \/><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.mold-street.com\/news_img\/2018\/07\/21\/news2_big.jpg\" \/><\/p>\n<p>150 meters of a road in the Varvareuca village in Moldova were paved with one finger asphalt layer. Locals reported that the asphalt can be taken out with the hand. The company in charge already promised to repair the road with its own money. The road reparation was part of the bigger project of the Moldovan Democrats on the village roads.<\/p>\n<hr \/>\n<p><strong>80\/270:<\/strong>\u00a0Moldova&#8217;s Parliament recently approved the agreement on the 80 million euros loan from the EBRD for the electricity interconnection with Romania. The project containing a BtB station in Vulc\u0103ne\u0219ti, a 400kV line between Vulc\u0103ne\u0219ti and Chi\u0219in\u0103u, the expansion of the station in Chi\u0219in\u0103u and the extension of the Vulc\u0103ne\u0219ti station to 400 kV.<\/p>\n<p>The investment, partly covered by EIB, EBRD, WB loans and an EU grant, will cost 270 million euros and is expected to be recovered from the transport tariff.<\/p>\n<hr \/>\n<p><strong>1032,9 minutes:\u00a0<\/strong>That&#8217;s how much time a truck spends on average at the most crowded and most used border checkpoints of Moldova, reads a &#8220;Moldova&#8217;s trade corridors assessment&#8221; report concluded by Nathan Associates and financed by the USAID.<\/p>\n<p>The report shows that the 90% of Moldova&#8217;s goods exports rely on the road infrastructure and road transport.\u00a0 Leu\u0219eni-Albi\u021ba checkpoint at the Moldovan-Romanian border accounts for 23% of the total crossings by delivery trucks. Although recognizing Moldova&#8217;s favourable geographical position, the experts underlined that the country lacks transportation and logistics infrastructure that would foster the trade, especially through the Romanian border- where the biggest trade barriers are found. The average waiting time for trucks crossing from Moldova to Romania can be even 16 times longer than in other 23 EU-nonEU border crossings.<\/p>\n<div id=\"attachment_445724\" style=\"width: 474px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" aria-describedby=\"caption-attachment-445724\" class=\"wp-image-445724 size-full\" src=\"http:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2018\/07\/Corridors-Moldova.jpg\" alt=\"\" width=\"464\" height=\"617\" srcset=\"https:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2018\/07\/Corridors-Moldova.jpg 464w, https:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2018\/07\/Corridors-Moldova-226x300.jpg 226w, https:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2018\/07\/Corridors-Moldova-400x532.jpg 400w\" sizes=\"(max-width: 464px) 100vw, 464px\" \/><p id=\"caption-attachment-445724\" class=\"wp-caption-text\">Number of trucks crossing the checkpoints<\/p><\/div>\n<p>The key issues affecting Moldova&#8217;s trade corridors are reported to be: Poor and insufficient infrastructure,\u00a0Trade facilitation and border delays,\u00a0Asymmetrical information in markets and lack of information systems,\u00a0Lack of affordable and sustainable financing.<\/p>\n<p>The authors of the report recommend the following solutions for ensuring the development of Moldova&#8217;s trade corridors:<\/p>\n<p>1. Improving the Logistics Sector\u2019s Institutional Effectiveness<br \/>\n2. Ensuring Supportive Policies and Legislative and Regulatory Frameworks<br \/>\n3. Improving Trade Facilitation<br \/>\n4. Developing Efficient and Productive Infrastructure<br \/>\n5. Providing an Efficient Transport Logistics System<br \/>\n6. Facilitating Sustainable Financing<br \/>\n7. Logistics Sector Promotion<\/p>\n<p>We obtained a <a href=\"http:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2018\/07\/MSRP-TCA-Summary-EN.pdf\" target=\"_blank\" rel=\"noopener\">copy of the report summary.<\/a><\/p>\n<hr \/>\n<p><strong>Rise of illiberal civil society in the former Soviet Union?\u00a0<\/strong><\/p>\n<p><a href=\"https:\/\/fpc.org.uk\/wp-content\/uploads\/2018\/07\/The-rise-of-illiberal-civil-society-in-the-former-Soviet-Union.pdf\" target=\"_blank\" rel=\"noopener\">A report of the UK-based Foreign Policy Centre<\/a> shows a significant of the so-called &#8220;illiberal&#8221; civil society groups in countries like Moldova.<\/p>\n<p>The pieces on Moldova reveal the groups of &#8220;illiberal&#8221; thinking:\u00a0 the far right, conservative groups and the Church, but also the socially conservative (at least, publicly recognized) parties such as the Socialists&#8217; Party.<\/p>\n<p>The authors of the report recommend the respective authorities to:<\/p>\n<ul>\n<li>Take urgent measures to tackle corruption and improve transparency;<\/li>\n<li>\u00a0Investigate attacks on minorities and scrap any partnerships with nationalist groups involved;<\/li>\n<li>Protect the ability of liberal civil society groups to operate freely without intimidation;<\/li>\n<li>Disband any armed militias affiliated to political parties or extremist groups.<\/li>\n<\/ul>\n<p>At the same time, the authors argue that the international community should:<\/p>\n<ul>\n<li>Increase political pressure and sanctions on the activities of ostensible \u2018pro-European\u2019 or \u2018liberal\u2019<br \/>\nallies whose corruption or malpractice brings such principles into disrepute;<\/li>\n<li>Insist on action to tackle hate crimes and offer greater support and resources to do so if political<br \/>\nwillingness to act can be ensured;<\/li>\n<li>Look for opportunities for diplomatic dialogue with the dominant religious institutions;<\/li>\n<li>Continue to refine and improve \u2018myth-busting\u2019 and anti-propaganda responses;<\/li>\n<li>Support efforts to improve survey and research data about illiberal civil society attitudes;<\/li>\n<li>Work with liberal minded NGOs to\u00a0 find new ways to engage the \u2018movable middle\u2019.<\/li>\n<\/ul>\n<hr \/>\n<p><strong>56:\u00a0<\/strong>Moldova&#8217;s Security and Intelligence Service <a href=\"https:\/\/www.zdg.md\/stiri\/stiri-sociale\/sis-a-identificat-56-de-mercenari-moldoveni-care-lupta-pe-frontul-de-est-al-ucrainei\">has identified<\/a> 56 Moldovan citizens who had been or are working as mercenaries in Eastern Ukraine since the start of the conflict in 2014.<\/p>\n<hr \/>\n<p><strong>Kozak is back:\u00a0<\/strong>Deputy Prime Minister Dmitry Kozak was earlier in the month appointed as the Russian<\/p>\n<p><img decoding=\"async\" class=\"alignright\" src=\"https:\/\/upload.wikimedia.org\/wikipedia\/commons\/thumb\/c\/c8\/Vladimir_Putin_and_Dmitry_Kozak_24_March_2014.jpeg\/250px-Vladimir_Putin_and_Dmitry_Kozak_24_March_2014.jpeg\" \/><\/p>\n<p>presidential special representative for developing trade and economic relations with Moldova.<\/p>\n\n<p>&#8220;I hope that he [Kozak] &#8211; with his expertise &#8211; will be capable of promoting our cooperation substantially,&#8221; Putin told Dodon, as quoted by <a href=\"http:\/\/tass.com\/politics\/1013180\">TASS<\/a>.<\/p>\n<p>Dmitry Kozak is known for his role as a special envoy to Moldova in early 2000s on the Transnistrian issue. Locals reported that the asphalt can be taken out with the hand. The company in charge already promised to repair the road with its own money. The road reparation was part of the bigger project of the Moldovan Democrats on the village roads.<\/p>\n<hr \/>\n<p><strong>80\/270:<\/strong>\u00a0Moldova&#8217;s Parliament recently approved the agreement on the 80 million euros loan from the EBRD for the electricity interconnection with Romania. The project containing a BtB station in Vulc\u0103ne\u0219ti, a 400kV line between Vulc\u0103ne\u0219ti and Chi\u0219in\u0103u, the expansion of the station in Chi\u0219in\u0103u and the extension of the Vulc\u0103ne\u0219ti station to 400 kV.<\/p>\n<p>The investment, partly covered by EIB, EBRD, WB loans and an EU grant, will cost 270 million euros and is expected to be recovered from the transport tariff.<\/p>\n<hr \/>\n<p><strong>1032,9 minutes:\u00a0<\/strong>That&#8217;s how much time a truck spends on average at the most crowded and most used border checkpoints of Moldova, reads a &#8220;Moldova&#8217;s trade corridors assessment&#8221; report concluded by Nathan Associates and financed by the USAID.<\/p>\n<p>The report shows that the 90% of Moldova&#8217;s goods exports rely on the road infrastructure and road transport.\u00a0 Leu\u0219eni-Albi\u021ba checkpoint at the Moldovan-Romanian border accounts for 23% of the total crossings by delivery trucks. Although recognizing Moldova&#8217;s favourable geographical position, the experts underlined that the country lacks transportation and logistics infrastructure that would foster the trade, especially through the Romanian border- where the biggest trade barriers are found. Logistics Sector Promotion<\/p>\n<p>We obtained a <a href=\"http:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2018\/07\/MSRP-TCA-Summary-EN.pdf\" target=\"_blank\" rel=\"noopener\">copy of the report summary.<\/a><\/p>\n<hr \/>\n<p><strong>Rise of illiberal civil society in the former Soviet Union?\u00a0<\/strong><\/p>\n<p><a href=\"https:\/\/fpc.org.uk\/wp-content\/uploads\/2018\/07\/The-rise-of-illiberal-civil-society-in-the-former-Soviet-Union.pdf\" target=\"_blank\" rel=\"noopener\">A report of the UK-based Foreign Policy Centre<\/a> shows a significant of the so-called &#8220;illiberal&#8221; civil society groups in countries like Moldova.<\/p>\n<p>The pieces on Moldova reveal the groups of &#8220;illiberal&#8221; thinking:\u00a0 the far right, conservative groups and the Church, but also the socially conservative (at least, publicly recognized) parties such as the Socialists&#8217; Party.<\/p>\n<p>The authors of the report recommend the respective authorities to:<\/p>\n<ul>\n<li>Take urgent measures to tackle corruption and improve transparency;<\/li>\n<li>\u00a0Investigate attacks on minorities and scrap any partnerships with nationalist groups involved;<\/li>\n<li>Protect the ability of liberal civil society groups to operate freely without intimidation;<\/li>\n<li>Disband any armed militias affiliated to political parties or extremist groups.<\/li>\n<\/ul>\n<p>At the same time, the authors argue that the international community should:<\/p>\n<ul>\n<li>Increase political pressure and sanctions on the activities of ostensible \u2018pro-European\u2019 or \u2018liberal\u2019<br \/>\nallies whose corruption or malpractice brings such principles into disrepute;<\/li>\n<li>Insist on action to tackle hate crimes and offer greater support and resources to do so if political<br \/>\nwillingness to act can be ensured;<\/li>\n<li>Look for opportunities for diplomatic dialogue with the dominant religious institutions;<\/li>\n<li>Continue to refine and improve \u2018myth-busting\u2019 and anti-propaganda responses;<\/li>\n<li>Support efforts to improve survey and research data about illiberal civil society attitudes;<\/li>\n<li>Work with liberal minded NGOs to\u00a0 find new ways to engage the \u2018movable middle\u2019.<\/li>\n<\/ul>\n<hr \/>\n<p><strong>56:\u00a0<\/strong>Moldova&#8217;s Security and Intelligence Service <a href=\"https:\/\/www.zdg.md\/stiri\/stiri-sociale\/sis-a-identificat-56-de-mercenari-moldoveni-care-lupta-pe-frontul-de-est-al-ucrainei\">has identified<\/a> 56 Moldovan citizens who had been or are working as mercenaries in Eastern Ukraine since the start of the conflict in 2014.<\/p>\n<hr \/>\n<p><strong>Kozak is back:\u00a0<\/strong>Deputy Prime Minister Dmitry Kozak was earlier in the month appointed as the Russian<\/p>\n<p><img decoding=\"async\" class=\"alignright\" src=\"https:\/\/upload.wikimedia.org\/wikipedia\/commons\/thumb\/c\/c8\/Vladimir_Putin_and_Dmitry_Kozak_24_March_2014.jpeg\/250px-Vladimir_Putin_and_Dmitry_Kozak_24_March_2014.jpeg\" \/><\/p>\n<p>presidential special representative for developing trade and economic relations with Moldova.<\/p>\n\n<p>&#8220;I hope that he [Kozak] &#8211; with his expertise &#8211; will be capable of promoting our cooperation substantially,&#8221; Putin told Dodon, as quoted by <a href=\"http:\/\/tass.com\/politics\/1013180\">TASS<\/a>.<\/p>\n<p>Dmitry Kozak is known for his role as a special envoy to Moldova in early 2000s on the Transnistrian issue.
