He said he believes a new norm for the Settlement process was being created through local ownership and leadership:<\/p>\n<blockquote><p>\u201cThe political will voiced at the highest level during my meetings in Chisinau and Tiraspol gives me confidence that the three priorities outlined in the \u201c5+2\u201d Vienna Protocol, including the mechanism for participation of vehicles from Transdniestria in international road traffic, will be achieved,\u201d said Frattini.<\/p><\/blockquote>\n<p>The Italian diplomat showed great enthusiasm about the settlement process:<\/p>\n<blockquote><p>\u201cThis year has the potential to be historic for the Transdniestrian Settlement Process, with agreements on the remaining priority issues in the so-called \u2018package of eight\u2019 not only reached, but also implemented along with the November agreements.
