According to the monitoring report, carried out by the Expert-Grup Center, the ADEPT Association and the Moldovan Legal Resources Center, the highest level of achievement is estimated for the area of “Governance in the financial and banking sector”. Such an increased level of implementation is the result of the pro-active orientation of the institutions in this sector (especially the National Bank of Moldova).<\/p>\n

On the other hand, the area of “Justice and Fight against Corruption” registered the smallest progress, with 9 actions out of the 10 planned being initiated but not completed. The reasons are limited institutional capacities, weak political will and very “ambitious” implementation terms.<\/p>\n

The experts have expressed their concern about the use of roadmaps as planning documents and tools to drive reforms. The Roadmap lacks performance indicators and does not provide for the allocation of financial resources to implement it.<\/p>\n

Furthermore, the document asks for urgent actions, which need to be implemented in a short period of time, without reference to the sectoral development strategies already adopted, which may undermine their implementation.<\/p>\n","protected":false},"excerpt":{"rendered":"
