On November 21st, Ziarul de Gard\u0103 got access<\/a>\u00a0to an official letter of the Moldovan Permanent Representative to the UN, Victor Moraru, asking the UN General Assembly General Committee to not include in the agenda\u00a0the item of “Complete withdrawal of the foreign military forces from the territory of the Republic of Moldova”<\/em>– in other words, the withdrawal of Russia’s troops.<\/p>\n

Moraru wrote in the letter that the decision to delay the discussion on the withdrawal is to\u00a0further explore constructive options aimed at facilitating the adoption of a consensual decision<\/em>. Some would argue that the decision of delay was made in order to have a better attitude of Russia in the upcoming 5+2 negotiations to be held in Vienna<\/a>.<\/p>\n

Ziarul de Gard\u0103 interpreted the decision as more permanent because no clear timing for the discussion in the future is mentioned in the letter:<\/p>\n

“… the Government of Moldova requests that consideration of the proposed supplementary item be deferred to one of the subsequent meetings of the General Committee”<\/em><\/p><\/blockquote>\n

Later, Moldova’s Ministry of Foreign Affairs came up with an official position<\/a> on the leaked letter and confirmed that the Government asked for a delay, not for a cancellation of the discussion.<\/p>\n

Prime-Minister Pavel Filip also declared<\/a> during a government session that the delay was\u00a0tactical <\/em>so that the topic is examined more:<\/p>\n

“The Republic of Moldova remains firm and consequential in its request to include this topic in the UN Agenda, (topic) of withdrawal of foreign military forces from its territory”<\/em>, said Filip, asking the media outlets to change their interpretations.<\/p>\n

The Republic of Moldova\u00a0addressed the United Nations<\/a>\u00a0with the request to include the issue of the withdrawal of the Russian peacekeeping forces from Transnistria to the agenda of the 72nd session of the UN General Assembly. In a letter from the Permanent Representative of the Republic of Moldova to the UN, Victor Moraru stated that the presence of Russian troops\u00a0\u201cconstitutes a danger to the maintenance of international peace and security.\u201d<\/strong>\u00a0The subject was supposed to be discussed in the plenary session of the UN General Assembly on 23 October.<\/p>\n

Note:<\/strong>\u00a0Besides the 402 so-called peacekeepers, Russia holds the Operative Group of the Russian Forces in the Transnistrian region of Moldova containing approximately 1200 regular soldiers, mainly recruited among locals.
