The Government approved the legislative initiative, which now has to be sent to the Parliament.<\/p>\n<p>According to <a href=\"https:\/\/www.facebook.com\/vladimircebotari.md\/photos\/a.1195299930481212.1073741829.1124282157582990\/1723444681000065\/?type=3\" target=\"_blank\" rel=\"noopener\">Cebotari<\/a>, the adoption of this <a href=\"http:\/\/gov.md\/sites\/default\/files\/document\/attachments\/intr05_142.pdf\" target=\"_blank\" rel=\"noopener\">draft law<\/a> is a\u00a0<em>step forward towards the independence of the judicial system<\/em>.<\/p>\n<p>The main provisions of this amendment\u00a0are:<\/p>\n<ul>\n<li>the first term limit of 5 years is eliminated in favor of unlimited appointing until touching the maximum age;<\/li>\n<li>the President can reject a candidate judge only once instead of two times;<\/li>\n<li>the length of the mandate of the members of the Supreme Council of Magistrates is increased from 4 to 6 years;<\/li>\n<li>the General Prosecutor and the Justice Minister would be no longer members of the Supreme Council of Magistrates;<\/li>\n<li>the members of the above-mentioned Council would not be allowed to have more than 2 consecutive mandates;<\/li>\n<li>the presidents, vice-presidents, and the judges of the Supreme Court of Justice would not be required to have at least 10 years of experience;<\/li>\n<li>the procedure of forming the budget of the judicial institutions would have to be coordinated with the Supreme Council of Magistrates.<\/li>\n<\/ul>\n<p>On 11 October 2017, the European Union <a href=\"http:\/\/www.moldova.org\/en\/seeing-insufficient-commitment-eu-cuts-e28-million-fund-moldovas-justice-reform\/\" target=\"_blank\" rel=\"noopener\">announced<\/a> the decision not to transfer any funds to the budgetary support for justice reforms in Moldova because of observed inefficient use of funds during 2014 and 2015, but also little commitment\u00a0to delivering real reforms.
