As usual, Karasin argued that the withdrawal would case the emergence of another conflict source in South-East Europe.<\/p>\n<p>Moreover, the Russian diplomat argues that the real solution for the settlement of the Transnistrian conflict is the methodical work of the 5+2 format dialogue, which, according to him, is being\u00a0<em>delayed\u00a0<\/em>by the OSCE representatives.<\/p>\n<p>Regarding Chi\u0219in\u0103u&#8217;s proposal to transform the current military peacekeeping mission into a police one, Karasin described them as &#8220;<em>out of reality&#8221;\u00a0<\/em>and totally ignores the opinion of the Transnistrian locals:<\/p>\n<p><em>&#8220;All reflections about the possibility to rewrite the current format of the peacekeeping operation and the withdrawal of Russian troops from the left bank of Nistru are distant from the reality and fully ignore the opinion of the locals of Transnistria, that see in them a warranty of its peaceful existence&#8221;<\/em>, says Karasin.<\/p>\n<p>According to him, one can deduce that the latter see the peacekeeping operation in a positive light not from non-existing polls, but from the participation of\u00a0<em>thousands of simple citizens<\/em> at the recent 25th-anniversary celebration from 29 July this year.<\/p>\n<p>Asked about the possibility to withdraw troops now, 25 years after the conflict, the Russian Vice Foreign Minister came in the defense of the Transnistrian locals:<\/p>\n<p><em>&#8220;Transnistrians&#8217; memory of those events is alive. Pain and fear stay still in the hearts of the people. Something like this cannot be forgotten&#8221;,\u00a0<\/em>says Karasin, but then recognizes that the peacekeepers are only maintaining the status-quo:\u00a0<em>&#8220;Throughout a quarter of a century, the Russian military contingent stays as the warranty of stability on Nistru. This is especially important taking into account the permanent provocations of the sides through different kinds of blockade or other means to solve the Transnistrian conflict&#8221;<\/em>.<\/p>\n<p>The Operative Group of Russian Troops, illegally stationed in Transnistria, would actually be stationed legally to\u00a0protect the 20 thousand tons of munitions at Kolbasna deposit, according to Karasin, and its presence is only a consequence of the unsolved conflict. Moreover, the so-called OGRT would have a legal presence in accordance with the agreement from 28 July 1992, which allegedly allows the presence of six Russian battalions, one helicopter group and one radio group on Moldova&#8217;s territory, and the quotas are allegedly not even fulfilled (sic!). Karasin states that the withdrawal of OGRT was possible only until 2003 when 42 groups with munitions were taken to Russia. After that, due to the railway blockade between Chi\u0219in\u0103u and Tiraspol, but also because of lack of agreement of Moldovan authorities, Transnistrian administration, and Ukraine. Karasin seems to forget that in 2016 when Ukraine and Moldova&#8217;s Defense Ministers <a href=\"http:\/\/www.moldova.org\/en\/russia-deputy-foreign-minister-grigory-karasin-withdrawal-russian-troops-transnistria-ukraines-provocation\/\" target=\"_blank\" rel=\"noopener\">made a plan for a &#8220;green corridor&#8221;<\/a> for the withdrawal of Russian troops and munitions, he himself strongly rejected the plan.<\/p>\n<p>In the end, Karasin states that Moscow is ready for a positive development of relations with Moldova.<\/p>\n<p>Note:\u00a0Besides the 402 so-called peacekeepers, Russia holds the Operative Group of the Russian Forces in the Transnistrian region of Moldova containing approximately 1200 regular soldiers, mainly recruited among locals.
