Moreover, the Prime-Minister brought the attention that Russia did not fulfill its obligations, stipulated by the 1992 Moldo-Russian Agreement, 1994 Agreement, and the Istanbul OSCE Summit Conclusions, to evacuate the Soviet-age munitions amounting some 21 thousand tons.<\/p>\n<p>Speaking of the Transnistrian conflict settlement, the Moldovan cabinet chief said that it is not an ethnic or religious background, but rather requires political will of all involved parties for a proper settlement.<\/p>\n<p>He also proposed to transform the current trilateral military peacekeeping mission in a civil one with an international mandate:<\/p>\n<p><em>&#8220;I believe that the settlement process could be facilitated by the transformation of the current &#8220;trilateral forces of peacekeeping&#8221; in the Transnistrian region, in which a contingent from the Russian Federation participates, in a civil multinational mission, with an international mandate&#8221;<\/em>, said Filip.<\/p>\n<p>He even suggested that the presence of the Russian troops &#8220;feeds&#8221; the conflict:<\/p>\n<p><em>&#8220;The military exercises conducted in the Transnistrian region by the Russian troops, with the more frequent participation of the paramilitary forces of the secessionist regime from Tiraspol constitutes a great provocation of security towards the Republic of Moldova. These actions are in flagrant contradiction with the obligations of strictly respecting the principle of neutrality towards the parties involved in the conflict.
