The likelihood of the illegal movement of cigarettes from Moldova to Ukraine, especially at the central border segment of the border, is high.\u00a0This leads to the conclusion that the products are being moved towards the much larger market in Ukraine and also transited via Moldova to the EU. As an example, from January-June 2014, approximately 7.5 bn cigarettes and 1,592 tons of raw tobacco were delivered to Transnistria.<\/p>\n<p id=\"p-13\">Moreover, according to <a href=\"http:\/\/tobaccocontrol.bmj.com\/content\/21\/2\/230\">BMJ.com<\/a>, more recent <a href=\"https:\/\/www.nass.usda.gov\/\">USDA<\/a> statistics from the beginning of the millennium show that the gap between recorded cigarette imports and exports has been reduced to around 150 billion cigarettes annually, or &lt;20% of global exports.\u00a0The reduction probably does not reflect a drop in the illicit trade, but is more likely due to the changing nature of the illicit cigarette trade.<\/p>\n<p id=\"p-14\">The reduction of the gap between exports and imports occurred as some major international tobacco companies in Europe and the US reviewed their export practices because of tax regulations, and investigations and lawsuits by the authorities. American manufacturers changed their export practices such that cigarette exports from the US to Belgium (a transit country) fell from 49 billion in 1997 to 3 billion in 2001.
