On July 4th, the European Parliament approved by 575 votes to 76 the\u00a0\u20ac100 million macro-financial assistance to the Republic of Moldova.<\/p>\n

The \u20ac100 million<\/a> macro-financial assistance for the Republic of Moldova consists of 60 million euros in loans and 40 million in grants. The EU Parliament underlined that the assistance should support Moldova’s commitment to sound public finance management, fight against corruption and money laundering, the de-politicisation of public administration, an independent judiciary, the freedom of the media.\u00a0<\/em>Moreover, the EP reminds about the joint statement of the Commission and the Council on emphasis on respect for multi-party parliamentary system, rule of law and human rights as precondition for receiving the fund.<\/p>\n

The press-release of the EP<\/a> mentions that the European Commission can temporarily suspend or cancel payments of the funds, if conditions are not met- for example, the case of the electoral reform and the implementation of the Venice Commission recommendations.<\/p>\n

\u201cThis vote confirms that the EU stands by the people of the Republic of Moldova in their hour of need.\u00a0 I strongly believe that the accompanying reform package has true transformative potential for the Moldovan economy and society. I encourage the Moldovan authorities to take the Venice Commission’s recent recommendations very seriously, in the context of the debate over electoral reform, which will no doubt be the focus of monitoring as per the Joint Statement adopted by the three EU institutions\u201d<\/em>, rapporteur Sorin Moisa (S&D, RO) said during the plenary session.<\/p>\n

Budget committee member and Romanian MEP from EPP group, Siegfried Mure\u0219an, also declared that the 100 million euros should be disbursed with the condition of Moldovan authorities fulfilling their engagement towards fighting corruption, making the justice independent, strengthening the rule of law, the banking system and the respect for multi-party system.<\/p>\n

“We want to be sure that the financial assistance that the European Union offers to the Republic of Moldova does not get into the pockets of corrupt politicians, but that the (money) is used where there is a true need for it, for the good of simple people”<\/em>, stated Mure\u0219an.<\/p>\n

This is the second time since 2010 that the EU will provide macro-financial assistance. The EU would provide \u20ac60 million in loans and \u20ac40 million as a grant, to be disbursed in 3 instalments in 2017 and 2018, which equals 25% of the country\u2019s external financial needs.<\/p>\n

One of the causes of the delayed approval of the \u20ac100 million fund, the electoral system change in question was provoked by the Democrats (still insist\u00a0an uninominal system<\/a>) and Socialists, who voted together for the adoption of a mixed electoral system<\/a>\u00a0(initiated by President Igor Dodon) with 74 votes out of total 101.\u00a0The main condition put by the EU\u00a0was for the Moldovan governing coalition to ensure<\/a> a fully democratic change of the electoral system, with a full consensus of all political forces.
