Despite the quite negative opinion of the Venice Commission<\/a> and the ODIHR on the proposal to change the electoral system from proportional to mixed one, Moldova’s Parliament Speaker, Andrian Candu, declared that his Democratic caucus would vote for the mixed system anyway.<\/p>\n

“We will act as we promised to the citizens and we will vote for the change of the electoral system. At the same time, as we promised, we will implement the technical and juridical recommendations of the Venice Commission”,\u00a0<\/em>said Candu during a press-conference on June 17th, adding that the final draft would be sent again for evaluation to the Commission.<\/p>\n

According to Candu, the current proportional system failed because of\u00a0corruption, political crises<\/em>\u00a0and\u00a0inefficient work in coalitions\u00a0<\/em>and needs to be replaced out of need for changing the political class.<\/p>\n

The Democrat believes that there is no need for unanimity on the switch to mixed system and points to the fact that 74 MPs voted for the reform, 60% support in polls and some 850 thousand people signed for the change. Candu does not mention that only the polls were paid by his party, the signatures were collected by his party fellows and the 74 MPs represent the Socialist and Democratic caucuses, who elaborated the law.<\/p>\n
