On 15 June 2017, the representatives of EU Member States endorsed<\/a> an agreement reached with the European Parliament on macro-financial assistance for the Republic of Moldova.<\/p>\n

The \u20ac100 million<\/a> macro-financial assistance for the Republic of Moldova consists of 60 million euros in loans and 40 million in grants. The assistance fund would supplement the resources provided by the IMF and other institutions to support the economic stabilization and the structural reform agenda for 2017-2018 period.<\/p>\n

In its press-release<\/a>, the Council of the European Union acknowledges the reforms undertaken in the financial sector and in the management of public finances, but still puts emphasis on efforts needed to implement further reforms.<\/p>\n

The statement reads that the European Parliament, Council and Commission agreed to put preconditions for the financial assistance, especially\u00a0in the light of changes to the electoral system in the Republic of Moldova:<\/em><\/p>\n

“The statement emphasises that respect for effective democratic mechanisms, including a multi-party parliamentary system<\/strong> and the rule of law<\/strong>, and guarantees for human rights<\/strong> are a precondition for receiving assistance<\/em>“<\/em>, reads the press-release. Other specified objectives include efficiency, transparency and accountability of public finance management, an effective prevention of corruption and money laundering, and financial sector governance and monitoring.<\/p>\n

The European Commission will reportedly sign a memorandum of understanding with the Moldovan Government regarding these preconditions, whose implementation is to be monitored together with the European External Action Service.<\/p>\n

The Parliament and the Council will reportedly adopt the decision without any further discussions, even if EU legislative was previously more than reluctant<\/a>.<\/p>\n

The Co-chair of the Parliamentary Cooperation Committee EU-Moldova, Socialist Andi Cristea, declared that the agreement within the EU institutions is a good step, since there is conditionality for the fund:<\/p>\n

“It is a good step forward, since the assistance comes with conditions that are sufficient guaranties for accomplishing the assumed reforms. <\/em><\/p>\n

The European Parliament, the political groups, EPP and ALDE in particular, should keep a similar, balanced line, not one politicized on the basis of sentiments of right political families. The reforms are the objective, they need to be held apart from the political games”<\/em>, says Cristea.<\/p>\n

In a short interview for Radio Free Europe<\/a>, Lithuanian MEP from ALDE group, Petras Austrevi\u010dius, declared that, before voting on the \u20ac100 million fund, the European Council might wait to see how the Moldovan authorities take into account the recommendations of the Venice Commission on the electoral system change.<\/p>\n

The electoral system change in question was provoked by the Democrats (still insist\u00a0an uninominal system<\/a>) and Socialists, who voted together for the adoption of a mixed electoral system<\/a>\u00a0(initiated by President Igor Dodon) with 74 votes out of total 101.\u00a0The main condition put by the EU\u00a0was for the Moldovan governing coalition to ensure<\/a> a fully democratic change of the electoral system, with a full consensus of all political forces.
