The decision was based on the demand of EPP and ALDE groups to make the disbursement conditional with\u00a0respect to full consensus in adopting the new electoral system, but also to\u00a0the progress of implementation of the Association Agreement.<\/p>\n<p>Previously nervous about EP&#8217;s decision, the European Commission was later convinced about the necessity of conditionality, after heated debates between MEPs and Democrat officials from Moldova in the plenary session of the EP. Commissioner for Humanitarian Aid and Crisis Management, Christos Stylianides, <a href=\"https:\/\/www.europalibera.org\/a\/28492518.html\" target=\"_blank\" rel=\"noopener noreferrer\">specified<\/a> that that the Commission would wait for the recommendations of the Venice Commission on the proposed change of the electoral system and for the reported progress on the implementation of political and administrative measures stipulated by the Association Agreement.<\/p>\n<p>One of the main budget negotiator, MEP Siegfried Mure\u0219an, <a href=\"http:\/\/www.siegfriedmuresan.eu\/2017\/05\/comunicat-de-presa-siegfried-muresan-in.html?m=1\" target=\"_blank\" rel=\"noopener noreferrer\">welcomed<\/a> Commission&#8217;s decision, stressing out the need for the Moldovan Government to fulfill certain conditions like\u00a0<em>fighting corruption, fight money laundering, strengthening the justice system and the rule of law.<\/em><\/p>\n<p>Another EPP MEP, Cristian Preda, also expressed\u00a0his disagreement to offering the financial aid to Moldova, bringing up the argument that the theft of the billion was not investigated yet and nobody was brought responsible for that. Moreover, Preda crushed the claim that the Government of Moldova is &#8220;Pro-European&#8221;:<\/p>\n<p><em>&#8220;Actually, it is not the citizens who will profit from the aid, but the kleptocrat elites. The only argument brought is that the Government from Chi\u0219in\u0103u is pro-European. False! The Government is not controlled by the Parliament, but by an oligarch, Mr.Plahotniuc, who buys deputies as pieces, primarily communists&#8221;<\/em>, said the Romanian deputy, quoted by <a href=\"https:\/\/anticoruptie.md\/ro\/special\/dezbateri-in-parlamentul-european-uninominalul-obstacol-pentru-asistenta-de-100-de-milioane-de-euro-promisa-moldovei-europarlamentar-nu-cetatenii-ar-profita-de-pe-urma-ajutorului-ci-elitele-cleptocrate\" target=\"_blank\" rel=\"noopener noreferrer\">Anticorup\u021bie.md.<\/a><\/p>\n<p>The ALDE rapporteur on Moldova, Petras Austrevicius, joined the debate by asking rhetorically whether the obligations of the Association Agreement are taken seriously by the Moldovan Government:<\/p>\n<p><em>&#8220;It is time to ask &#8220;Quo vadis, Moldova?&#8221; I am not so sure how seriously is the status of association partner perceived by the Moldovan authorities. (&#8230;) We want real actions and changes, in the European style&#8221;<\/em>, declared the Lithuanian MEP.<\/p>\n<p>MEP Rebecca Harms (Greens) criticized the Moldovan President, Igor Dodon, for promoting the mixed electoral system and the current Government, but not reporting about the misuse of European funds to Brussels in the previous\u00a0years.<\/p>\n<p>Socialist MEP Andi Cristea emphasized that the money will be sent to Moldova only after the fulfillment of the set conditions by the Moldovan Government, but also called on the European Parliament to be objective, rather than to look into the problem through the lenses of some parties from Chi\u0219in\u0103u. Still, VP of EP&#8217;s Foreign Affairs Committee and head of the\u00a0Association Commission, Cristea did not seem to be soft on his fellow Socialists- Democrats of Moldova,- who control the Government and the Parliamentary majority at Chi\u0219in\u0103u.<\/p>\n<p>Surprisingly, a Moldovan delegation showed up at the plenary debate in Strasbourg.\u00a0Democrats Marian Lupu and Sergiu S\u00eerbu, unaffiliated Valeriu Ghile\u021bchi and Moldova Ambassador to EU Eugen Caras hoped to convince the MEPs to not delay the financial aid, claiming that the European officials were manipulated by the opposition from Chi\u0219in\u0103u.<\/p>\n<p>On the next day, May 17th, Parliament speaker Andrian Candu explained\u00a0that the aid would be approved by all three EU decision-makers by July.
