Meanwhile, a sudden protest of the civil society groups and opposition parties started at 15 in front of the building of the Parliament. Besides the\u00a0practical and juridical arguments brought against the uninominal system, the protesters were especially angered that the Democrats-led majority didn&#8217;t even wait one more week for the review of the Venice Commission.<\/p>\n<p>Leaders of the extra-Parliamentary opposition parties called on their supporters to protest against the uninominal and mixed systems, proposed by the Democrats and Socialists, respectively. Democrat Sergiu S\u00eerbu defended the single-member constituency system, claiming that the deputies elected on party lists don&#8217;t have independence and that they would become more responsible with the new system approved:<em>&#8220;We propose the election of all deputies in 101 voting circumscriptions, including the Transnistrian region. The citizens, that will you elect you, will also be able to lift your mandate&#8221;,\u00a0<\/em>said S\u00eerbu, claiming that the initiative had the signature of some 800 thousand people.<\/p>\n<p>In an &#8220;against&#8221; speech, the Liberal-Democrat Iurie \u021aap declared that one deputy might be elected only with 10% of the votes from the circumscription and that the new district deputies would be easy to influence in the context of a &#8220;captured state&#8221; and &#8220;captured justice&#8221;.<\/p>\n<p>In their turn, the Socialists, represented by MP Vasile Bolea, took the opportunity to push forward <a href=\"http:\/\/www.moldova.org\/en\/moldova-president-igor-dodon-proposes-mixed-electoral-system\/\" target=\"_blank\" rel=\"noopener noreferrer\">their proposal on the mixed electoral system<\/a>: 50 deputies elected from party lists, 51 MPs elected from circumscriptions.<\/p>\n<p>Eventually, after two hours of debate, 52 MPs (Democrats, European People&#8217;s Group and unaffiliated deputies) voted the uninominal system draft law in the first lecture, promising to wait for the Venice Commission to come with its review and to debate the law more in the second lecture.<\/p>\n<p>And then Parliament of the Democrats and Socialists took a break.<\/p>\n<p>When coming back, the Socialists declared that, after consulting President Igor Dodon, they found violations of decision-making procedures and warned they would boycott the next Parliamentary elections.
