This time, the IMF decided to disburse 21,5 million USD out of the total 178,7 million USD loan program.<\/p>\n<p>According to the <a href=\"http:\/\/www.imf.org\/en\/News\/Articles\/2017\/05\/01\/pr17144-moldova-imf-executive-board-completes-the-first-reviews-under-the-ecf-and-eff-arrangements\" target=\"_blank\" rel=\"noopener noreferrer\">press-release of the IMF<\/a>, the finance program is\u00a0<em>broadly on track, enjoys strong country ownership and is supported by the firm commitment of policymakers to sound economic management<\/em>, specifically in the financial sector- strengthening bank governance, shareholder transparency and financial condition-, and the monetary policy- maintaining price stability with a flexible exchange rate regime, together with a inflation targeting framework. All of this taking in account the projected 4,5% growth for 2017.<\/p>\n<p>It seems like the IMF is quite satisfied with the goals of the Filip Government regarding public expenditures and fiscal systems:<\/p>\n<p><em>&#8220;The 2017 budget and the medium-term budget framework are consistent with program targets. Priority actions this year include strengthening revenues, and improving the efficiency and prioritization of spending. Resources made available from these efforts should be directed toward capital expenditure and targeted social assistance. In addition, fiscal structural reforms would further strengthen fiscal management over the medium term.<\/em><\/p>\n<p><em>The authorities continue to work on eliminating accumulated debts in the energy sector and improving tariff-setting methodology to ensure transparency and cost-recovery.&#8221;<\/em><\/p>\n<p>It remains up to the people of Moldova to judge the effectiveness of this\u00a0IMF loan, when it is used by a government with a low credibility (6%, <a href=\"http:\/\/www.iri.org\/sites\/default\/files\/iri_moldova_poll_march_2017.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">IRI poll<\/a>) and reputation for high-level corruption.<\/p>\n<p>Moldova\u2019s three-year IMF program, <a href=\"http:\/\/www.moldova.org\/en\/imf-executive-board-approves-178-7-million-finance-program-moldova\/\" target=\"_blank\" rel=\"noopener noreferrer\">approved on November 7, 2016<\/a>, is supported by a loan of SDR 129.4 million (about US$176 million, or 75 percent of the Republic of Moldova\u2019s quota), of which SDR 26 million (about US$35 million) have been already disbursed. Two thirds of the loan are provided under the Extended Credit Facility, which carries a zero interest rate through 2018, a grace period of 5\u00bd years, and a 10-year maturity.
