The party led by former Presidential candidate and ex-Minister of Education, Maia Sandu, considers the proposals on single-member district and mixed system are just attempts to deviate the attention of citizens from real problems and concerns.<\/p>\n<p>Thus, PAS proposes to solve the problems regarding trust in politicians by solving the issues found during the Presidential elections in 2016 and to improve the current legal framework, based on the recommendations of the international organizations and the conclusions of the Constitutional Court from 13 December 2016.<\/p>\n<p>PAS proposes to facilitate the voting in the diaspora (abroad) by:<\/p>\n<p>-increasing the maximum amount of voting ballots for a voting center from 3000 to 8000;<\/p>\n<p>-giving the opportunity to vote during 2 days (Saturday and Sunday) for the Moldovans living abroad;<\/p>\n<p>-forming the voting centers abroad based on the turnout in the previous elections;<\/p>\n<p>-giving the responsibility of deciding on the location of voting centers to the Central Electoral Commission, so that the Ministry of Foreign Affairs only keeps an organizational role.<\/p>\n<p>Sandu&#8217;s one-year party also thinks it is important to make the financing of the parties transparent by:<\/p>\n<p>-financing the parties based on the results of the Presidential elections as well, besides the results of the Parliamentary elections;<\/p>\n<p>-reducing the amount of biggest donation from physical persons from 200 average salaries (1060000 lei) to 6 average salaries (31800 lei), from juridical persons- from 400 average salaries (2120000 lei) to 12 average salaries (63600 lei);<\/p>\n<p>-allowing the Moldovans living abroad to make donations to parties with a limit of maximum 3 average salaries (15900 lei);<\/p>\n<p>-banning the public servants to donate more than 10% of their annual income;<\/p>\n<p>-banning the financing of parties from companies who have or are about to have a contract of public acquisition from public funds.<\/p>\n<p>Responding to the claims of the Democrats that the deputies must be closer to the people and the districts, PAS proposes to include an amendment to make the every party tie one candidate to a second-level administrative unit- not less than 2 thirds of them. Thus, the deputies will be somehow responsible to a certain circumscription with certain voters.<\/p>\n<p>Last, but not least, a measure to increase the transparency of the voting process and the counting of the votes, PAS wants every voting center to have security cameras.
