Dodon likes to show that he\u00a0competes with a different system from that proposed by the Democrats- single-member district system (majoritarian).<\/p>\n<p>He\u00a0says that the switch from proportional to fully majoritarian system is beneficial to the governing coalition, who\u00a0<em>can form a new majority from solitary deputies by manipulating with them.<\/em><\/p>\n<p>Dodon&#8217;s initiative states that the 101 members of the Moldova Parliament would be elected in two ways: 51 deputies from party lists and 50 from single-member districts, including 25 representing Transnistria and the diaspora. The voters from Transnistria will be able to vote in the Parliamentary elections in voting centers on the right bank of Nistru, controlled by the Government of Moldova and monitored by the Central Electoral Commission. The voting would reportedly be open for two days in the voting centers from abroad, in order to ensure facilitated access to Moldovan voters of the diaspora. Moreover, each voting center would get up to 5000 voting bulletins, comparing to the previous 3000.<\/p>\n<p>The draft of Dodon proposes that the candidate should get a minimum amount of 600 signatures in order to be registered.<\/p>\n<p>Surprisingly, Dodon stated that the students must vote at their study residence based on a certificate issued by the education institutions. It is surprising because he opposed this measure during the Presidential campaign in 2016.<\/p>\n<p>According to the President, the mixed system will keep the quality of the proportional system, but, at the same time, favor the election of an important number of independent deputies at district and regional levels. Furthermore, Dodon believes the mixed system would satisfy the citizens, the external partners, would be tolerated by the civil society (<a href=\"http:\/\/www.freemoldova.org\/\" target=\"_blank\">its call is not enthusiastic about any majoritarian system<\/a>) and some extra-Parliamentary parties (<a href=\"http:\/\/www.moldova.org\/en\/moldovan-opposition-makes-joint-declaration-new-electoral-system-socialists-liberals-refuse-sign\/\" target=\"_blank\">joint consensus statement opposes the mixed system too<\/a>).<\/p>\n<p>Nevertheless, Dodon reiterated his position on reducing the number of MPs from 101 to 71.<\/p>\n<p>Although he demanded\u00a0the governing coalition, ruled by\u00a0the Democrats, to withdraw their draft on\u00a0the <a href=\"http:\/\/www.moldova.org\/en\/democratic-party-proposes-uninominal-voting-system-moldova-opposition-liberals-oppose\/\" target=\"_blank\">majoritarian system<\/a>, some regard Dodon&#8217;s proposal just as a long-awaited compromise made with the Democratic Party. Obviously, his former Socialists&#8217; Party and the Democratic Party would get most of the mixed electoral system in the 2018 Parliamentary elections, leaving few\u00a0seats for the opposition.<\/p>\n<p>The Democrats <a href=\"http:\/\/www.pdm.md\/ro\/noutati\/stiri\/comunicat-de-presa1492508752\" target=\"_blank\">later came with a position<\/a> on Dodon&#8217;s proposal, stating they would continue to favor the single-member district system, but that they are open for completions and changes.<\/p>\n<p>The leader of &#8220;Our Party&#8221;, Renato Usat\u00eei, declared in a live Facebook video that President Dodon made the same mistake as Vlad Filat in 2013- secretly agreeing with Vlad Plahotniuc on collaboration in exchange for tacit tolerance.<\/p>\n<p>In her turn, former Presidential candidate Maia Sandu commented that Dodon and Plahotniuc are concerned mainly about the change of the electoral system and not about\u00a0<em>high level of corruption, low living standards and the departure of people from the country because of poverty.\u00a0<\/em>Sandu thinks that the electoral system change, instead of its reform, poses higher risks:<\/p>\n<p><em>&#8220;The change of game rules does not offer an advantage to us, the citizens, because the state institutions do not ensure the compliance with these rules.
