Last week, five opposition parties of Moldova made a joint declaration stating their position against the change to a majoritarian electoral system and for\u00a0keeping the current proportional one. The declaration, somehow obtained\u00a0by Newsmaker.md<\/a>, meant for the Moldovan citizens, diaspora, Venice Commission and diplomatic corps residing in Moldova regards\u00a0“a national political consensus”\u00a0<\/em>on the single-member district majoritarian electoral system, proposed by the Democrats.<\/p>\n

According to the five political parties, the electoral\u00a0reform\u00a0<\/em>is designed to offer the Democratic Party of Moldova (PDM) conditions to keep power through frauds and manipulations after 2018 elections.<\/p>\n

“The apparently\u00a0<\/em>“democratic” change, but essentially abusive, of the electoral legislation by a government with severe problems of legitimacy, hated by the majority of the citizens of the Republic of Moldova, that pledges for the alternation of the opposition forces, can be described as a direct attempt to hide the abuse of power in the state”<\/em>, reads the joint statement.<\/p>\n

The opposition brings up the argument that the Venice Commission and the Office for Democratic Institutions and Human Rights (OSCE\/ODIHR) previously recommended in 2014 to avoid switching to a majoritarian or mixed system in Moldova. The arguments against the majoritarian electoral system\u00a0are:<\/p>\n

– the Parliament would be elected only by 10-20% of the voters;<\/p>\n

-the party system would be weakened;<\/p>\n

– the danger of voter corruption would be even higher;<\/p>\n

– the manipulation of the will of people through the so-called\u00a0“independent candidates”;<\/em><\/p>\n

– the potential use of administrative resources in favor of the ruling government;<\/p>\n

– the manipulation of the vote by local business and group interests;<\/p>\n

– the danger of use of law enforcement\u00a0institutions against the opposition;<\/p>\n

– the high risk of gerrymandering, the diminished role of the diaspora in the vote by excluding it from the system;<\/p>\n

– the lack of mechanisms to ensure the vote on the left bank of Nistru river (Transnistria);<\/p>\n

– the risks of under-representation of women in the Parliament, etc.<\/p>\n

Two Parliamentary parties- Communists’ Party and Liberal-Democratic Party-, and three extra-Parliamentary ones- Platform “Dignity and Truth” Party, “Our Party”, Action and Solidarity Party-, declared that, if the new electoral law is not withdrawn from the Parliament, they would take “extensive actions” to prevent the modification.<\/p>\n

The Liberals, only party in the government opposing the majoritarian system, did not join the consensus statement, claiming that they would not sign anything together with the Communists and “Our Party”.<\/p>\n

The biggest opposition party in the Parliament, Socialists’ Party, later issued a statement<\/a> confirming its negative position towards the single-member district electoral system. At the same time, the Socialists declared that they would not sign any joint statements together with the Liberal-Democrats, Platform “Dignity and Truth Party and Action Solidarity Party, who\u00a0discredited themselves by participating in the eight years of destruction, since 7 April 2009.\u00a0<\/em>Moreover, they blame the Communists for being politically flexible in the recent years, when they managed to bend between the governing coalition and the opposition. In the end, the party formerly led by President Igor Dodon confirms its commitment to vote against the initiative of PDM on switching\u00a0to the single-member (district) electoral system<\/em>.<\/p>\n

Probably,\u00a0the Socialists would accept the mixed system, since it would surely give most advantage to them.<\/p>\n

On March 6th, the Democratic Party of Moldova, led by oligarch Vlad Plahotniuc, announced<\/a> about a new electoral system for the Parliamentary elections. Instead of the current proportional system, they propose a majoritarian one, where MPs are elected from constituencies of approx. 30000 voters, including some elected by Moldovans living abroad. The deputies would be also liable to dismissal by local referendums during their terms.<\/p>\n

The draft law was already registered at the Parliament of Moldova and waits the approval of the Venice Commission (Council of Europe). The law was coldly met by the Moldovan civil society, legal experts and political parties.<\/p>\n","protected":false},"excerpt":{"rendered":"
