During his visit between March 22nd and March 24th, the Special Representative of the Austrian OSCE Chairman for the Transnistrian Settlement Process, Wolf Dietrich Heim, met political representatives from both Tiraspol and Chi\u0219in\u0103u.<\/p>\n

When meeting Transnistria’s foreign minister Vitaly Ignatiev, Heim was told<\/a> about the intention of Moldova and Ukraine to establish a joint checkpoint at Cuciurgan, tangent to the border of the breakaway region. Ignatiev complained that it would serious financial damage to the economy of the so-called Pridnestrovian Moldovan Republic.<\/p>\n

<\/p>\n

In response, the Austrian diplomat declared that the topic of the border checkpoint does not fit into the frame of 5+2 negotiations, suggesting that it is an issue to be settled on lower levels between Chi\u0219in\u0103u, Kyiv and Tiraspol. Moreover, when asked about the impact of the issue on the settlement process, Heim emphasized that the planned checkpoint would, to the opposite, bring positive\u00a0<\/em>consequences.<\/p>\n

In Chi\u0219in\u0103u,\u00a0the Special Representative together with\u00a0Moldova’s Deputy Foreign Minister Lilian Darii discussed<\/a> about the traditional Bavaria conference (mid-May) on confidence-building measures in order to achieve progress in the\u00a0package of eight\u00a0<\/em>and then further advancement in the settlement process.<\/p>\n

The package of eight\u00a0<\/em>would include\u00a0the four agreements contained in the June 2016 Berlin Protocol<\/a>, together with the issues of the Latin-script schools, the Dub\u0103sari farmland, freedom of movement for people, goods and services, and the Gura B\u00eecului-Bychok bridge.<\/p>\n

\u201cThe \u2018package of eight\u2019 presents a real opportunity for the sides to demonstrate that they have the determination and discipline to bring about practical changes to the benefit of people on both banks,\u201d<\/em> said Heim<\/a>. \u201cAt this juncture, a little political will could go a long way in making tangible progress in the settlement process, resulting in immediate improvements to people\u2019s quality of life.\u201d<\/em><\/p>\n

More importantly, the Special Representative called on the parties of the 5+2 talks to proceed to the next step of the Transnistrian political settlement: a special status for Transnistria within Moldova.<\/p>\n

\u201cNow is the time for the sides to take ownership of the commitments already made and to follow these through. That is why I reiterated the OSCE Chairperson\u2019s appeal to the Moldovan authorities to swiftly develop a policy and vision for a special status for Transdniestria within Moldova, and to dedicate resources to that end”<\/strong>,\u00a0<\/em>declared Heim.<\/p>\n

5+2 negotiations regard the talks on the conflict resolution between the separatist authorities of the Pridnestrovian Moldovan Republic and the constitutional authorities of the Republic of Moldova, together with the OSCE, Russia and Ukraine as mediators, and the EU and the US as observers.<\/p>\n
